Apply for recognition as a Chernobyl Disaster Neutralizer
Here you can find instructions on applying to the Inter-ministerial Committee for Official Recognition as a Chernobyl Disaster Neutralizer.
On 26 April, 1986 a malfunction in the Chernobyl nuclear reactor in Ukraine, caused the explosion and destruction of the core container building. The Former Soviet Union sent teams of "Neutralizers" to the disaster site.
Who can apply
If you meet all the following criteria you can be recognized as a Chernobyl Disaster Neutralizer in Israel, according to Section 2 of the Persons Assisting in the Neutralization of the Chernobyl Disaster Results Law, 5761-2001 (hereinafter: "the Law") and receive an Israeli "Neutralizer" certificate, subject to the committee's discretion:
- You took an active part in actions to neutralize the consequences of the Chernobyl disaster.
- You hold an official "Neutralizer" certificate of one of the following governments: The Former Soviet Union, Ukraine, Russia or Belarus.
- Israeli citizens or residents of Israel.
What you need
- A copy of your official "Neutralizer" certificate from one of the following governments: The Former Soviet Union, Ukraine, Russia or Belarus. The certificate must confirm your active involvement in the neutralization operations.
- A notarized translation of the above certificate to Hebrew.
- A copy of your "Teudat Oleh" (immigration certificate).
- A copy of your ID card.
- A signed copy of the declaration found on the application form.
- Bank details for receiving the payment (of the applicant).
How to apply
- Download and print the Application for recognition as a Chernobyl Disaster Neutralizer form (Heb/Rus).
- Complete the application form and send it, together with all the required documents to:

- You will receive a letter confirming that your application and documents have been received.
- You will be asked to add any missing documents.
- Your application will be brought before the Inter-ministerial Committee for Official Recognition as a Chernobyl Disaster Neutralizer members, which meets once every 120 days.
- You will be invited to attend the committee hearing.
- The Committee will decide on the merits of your application in accordance with section 2 of the "Law".
- You will receive a reply letter that informing you if your application has been granted or denied, about 2 weeks after the committee hearing.
- If your application is denied, you can appeal the decision to the Regional Labor Court within 6 months from the decision date.
- Instructions on how to appeal will be sent together with the letter of reply.
- If your application for recognition as a Chernobyl Disaster Neutralizer is approved, you will be eligible for a yearly grant, paid directly into your bank account.
- The grant sum is updated annually according to the Consumer Price index on 1 January.
- The grant for 2025 is 6,833 NIS.
In the event of death, your legal spouse will be entitled to receive the grant for another 3 years, from the time of death.
Composition of the committee
- A retired judge or a person qualified to be a judge in a district court. The judge is the committee chairman.
- A representative of the Prime Minister's Office.
- A representative of the Ministry of Foreign Affairs.
- A representative of the Ministry of Aliya and Integration.
- A "Neutralizer" selected by the representative organization representing the largest number of neutralizers.
The committee convenes once every 120 days.
