Apply for financial assistance for employers who recruit employees in research and development
Employers can use this service to apply for financial assistance for the employment of new immigrants or returning residents in research and development in their organizations. The assistance is provided as participation in the cost of employment of scientists in scientific work in R&D.
The Ministry of Aliyah and Integration grants financial assistance to employers who absorb research and development personnel.
The application process involves a number of steps which must be followed in order to receive the assistance:
- The employer applies for assistance.
- The employer registers as a beneficiary of the Ministry of Aliyah and Integration.
- A Ministry representative visits the company that wishes to employ the scientists.
- The Ministerial committee considers and authorizes applications.
- Signing a contract between the Ministry of Aliyah and Integration and employers.
- Employers' reports to the Ministry regarding the employment.
- The Ministry pays assistance to the employers.
Employment expenses recognized by the Center for Integration in Science include scientists' gross salary together with the additional payments required by law (salary tax, employer tax, compensation fund, employer's contribution to the National Insurance Institute), as well as social benefits that are deposited on behalf of the employee (pension insurance, manager's insurance and the employee training fund). The financial assistance is conditional on the Committee’s approval and budgetary availability.
Rates of assistance to employers, and the minimum salaries they must pay

Assistance is on condition that the employer pays a gross minimum salary (not including overtime and including reimbursement for transportation costs) of at least:
- NIS 6,500 per month to a scientist with a master’s degree.
- NIS 9,000 per month to a scientist with a Ph.D.
- NIS 8,500 per month to physicians subject to their rank and the collective agreement.
- NIS 10,000 per month to a scientist with a post-doctorate degree.

Post-doctorate
Two-year scholarship: the level of the scholarship provided by the Ministry of Aliyah and Integration is NIS 36,000, which must be matched by the employer by at least NIS 36,000.
The second year may be split into two years. In this case, the Ministry of Aliyah and Integration contributes NIS 18,000 and the institution provides NIS 54,000 each year.
Employers who wish to receive assistance must register as beneficiaries of the Ministry of Aliyah and Integration by completing the application form for assistance for employing a scientist, attaching the required documents, and submitting the application.
Required Documents
Attach the following documents to the application:
- Authorization from the Registrar of Companies or the Registrar of Non-Profit Associations.
- Valid confirmation of legal bookkeeping (from the Income Tax Authority)
- Certificate as a licensed business and valid authorization of reporting to the VAT Authority as required by law.
- Financial documentation: In order for the Committee to decide about employers' ability to contribute their share during the assistance period and continue to employ the scientists at the conclusion of the assistance, it is necessary to present up-to-date financial documentation that verifies such ability.

Further processing of the application
- The application is examined by the director of the field and by professional advisors of the Center, who visit the company and meet with the employers who are requesting the assistance, and with the scientists. The director of the field checks the employer’s application and the attached documents, and transfers them to the Ministerial committee for approval.
- The application is considered by the Committee for Authorizing Assistance of the Center for Integration in Science. Assistance is authorized by a Ministerial committee that meets once every two weeks, and is subject to the recommendation of the director of the field of the Center for Integration in Science. The Committee deliberates the application, and if it meets the criteria, the Committee determines the integration plan, the amount of financial assistance, and its schedule. Financial assistance is not authorized retroactively.
- Assistance is authorized for up to 12 months. Extension of assistance for an additional year requires submitting an application and Committee approval for each individual year.
- According to the Committee’s decision, an assistance agreement (contract) is signed between the Ministry of Aliyah and Integration and the employers. The employers are responsible for notifying the scientists of the agreement. The payment is processed only once the contract is signed by the employers and the Ministry’s representatives.
Note:
If a signed contract is not returned to the Ministry by the employer within 60 days of being sent, or 30 days from the date of a notice being sent, the Committee’s decision is annulled.
Payment to employers is once every four months on the basis of on an expense report of the employment. It is possible to receive an advance in the following cases:
- The employer is the Government, the Council for Higher Education, or a college recognized by the Ministry of Labor, a municipality, a regional or local council, or a hospital.
- The employer (if not one of the above listed in the previous paragraph) attaches a bank guarantee to the signed contract in the amount of the advance for the period of the agreement.
The advance is granted upon signing the contract and registration of the financial commitment, and deducted from the ongoing payments during the implementation of the contract.
Payment of the balance of assistance at the end of the contract period is conditional upon the employer submitting a professional report to the Center for Integration in Science, together with the financial reporting form. In cases in which no professional report is received within 60 days of the date of the end of the scientist’s employment, the commitment is ended.
In cases in which the professional report arrives, but no financial summary report is received within 90 days from the end of the assistance period, the Center will notify the employer of the cessation of assistance, and any extension of assistance that may have been approved is annulled.
If there is any difference or conflict between the information on this page and the law, the provisions of the law will apply.
