Apply for a temporary residence visa for persons eligible by Right of Return
Persons eligible for Aliyah (immigration to Israel) under the Right of Return can use this service to apply for a Temporary Residence Visa. During this time you can live and work in Israel.
Who can apply
- You must be eligible for Aliyah (immigration to Israel) under the Right of Return.
- You must hold a foreign passport.
What you need
- Your foreign passport, which must be valid for at least 6 months.
- Photocopies of all your foreign passport pages.
- 3 identical, current, color passport photos, taken on a plain, light background, sized 3.5 cm x 4.5 cm.
- Proof of eligibility for Right of Return, such as:
- Confirmation from a Jewish community.
- Other documents establishing your Judaism.
- Your birth certificate. If you bring your original birth certificate, it does not need to be authenticated. If you have changed your name, you must bring a verifying official state document from your country of origin.
- A current, official state document from your country of origin stating your current and previous marital statuses.
- An official Letter of Good Standing (police background check) from the country of origin, including changes of name, if relevant. You may be required to submit a Federal Letter of Good Standing, or Letter of Good Standing from your district.
All documents must be translated by a notary to Hebrew (if the certificate is in Arabic or English, you do not need to have it translated).
- All documents and certificates must be officially authenticated:
- If the certificate was issued by a government body, or other official body in countries who are members of The Hague convention, it must have an apostille stamp.
- For certificates without an apostille stamp, contact your nearest Israeli in the country where the certificate was issued for instructions.

How to apply
- Download, print and complete the Application for permit of permanent residence in Israel / change of visa category form and submit it in person, together with the required documents to your local Population and Information Authority office.
