Apply to be naturalized if you are a permanent resident
Permanent residents with valid residency status can use this service to apply to be naturalized.
Who can apply
Permanent residents with valid residency status who meet the following criteria, according to section 5 of the Citizenship Law, 1952:
- Are currently in Israel
- Have resided in Israel for 3 of the 5 years before the application.
- Have permanent residency status.
- Have settled in Israel or intend to settle in Israel.
- Speak Hebrew at some level.
- Have relinquished their other citizenship or can provide evidence that they will cease to hold foreign citizenship have been naturalized.
What you need
- Your ID card
- Your foreign passport or travel document.
- Evidence of Center of Life in Israel, such as:
- A home purchase contract or rental contract, signed by both the tenant and the landlord.
- Bank account printouts in your name related to the residential apartment (if the apartment is rented and there are no accounts in the name of the applicant and maintenance expenses are paid directly to the landlord, photocopy of cleared checks and bank statements regarding those payments).
- Confirmation of membership in Kupat Holim including the date of registration.
- Confirmation from the National Insurance Institute of receipt of benefits, including the first date and bank account printouts, showing the receipt of the benefits.
- Pay slips of the applicant and of a spouse and / or approvals regarding the place of work, including the date of commencement of the transaction.
- Confirmation from the local council of residence in the area of the including the start date - signed by the head of the council.
- If you have children:
- Certificates from the school or other educational institution and confirmation from the children's school.
- Your children's vaccination booklets.
- Any other relevant evidence that will prove that the center of your life is in Israel. Until all necessary documents and details have been furnished.

- Download, print and complete the Naturalization Application form.
- Apply in person at your local Population and Immigration Authority office, together with all the required documents.
Notes
- We recommend contacting your country's embassy or consul to find out what the implications of receiving Israeli citizenship are.
- Children of applicants are automatically included in the application, unless the other parent is not applying and objects to the naturalization of their children, unless the applying parent holds sole custody.
- Naturalization is granted at the discretion of the Minister of Interior.
