Application for a Trading License in Automotive Parts, Tires and Inner Tubes
This service enables submission of an application for a license to trade in automotive parts - for imported tires and inner tubes.
To submit an application, the following conditions must be met:
- The store:
- Shall have a floor space of no less than 50 square meters.
- The store shall be located in an area designated as an industrial park or, alternatively:
- The trading house’s location is approved by the local authority.
- Official permit - signed by a person in charge of business licensing in the local authority.
- Access to the store shall be separate from any other establishment.
- Has a computerized system - enabling managing and tracking receipt and issuing of automotive parts.
- A fire extinguishing system in accordance with the legal requirements.
- The sign on the storefront shall state the name of the business or company, the address, the nature of the business and the proprietor’s name, if it is not a limited liability company.
- The business license shall be displayed in a prominent location. It shall contain the business name, the license number, address, license issue date, license expiry date, professional manager’s name, ID number of private company (P.C.) number of the business proprietor.
- Storing and marketing tires:
- The store shall have a sheltered storage area, of sufficient capacity to hold all the stored tires.
- The tire storage location shall be dry, cool and dark, draft-free and it shall maintain a temperature of up to 35 °C. The tire storage location shall have a thermometer installed for temperature checks.
- Tires shall not be stored near fuels and lubricants or near electric arc welding.
- The tires shall be stored in accordance with the tire manufacturer’s instructions.
- The store’s professional manager:
- The store’s professional manager shall prove compliance with the following terms, in a manner that shall satisfy the Authority:
- Has a certificate of qualification for managing a tire and inner tube repair factory, or is a technician, practical engineer or engineer - either in the field of vehicles or mechanics. Has undergone training by the tire manufacturer, is technically capable of conducting investigations on tires, defects and has the professional capability to detect safety defects in tires.
- Is at the exclusive disposal of this store.
- Is present in the store throughout all of its business hours.
- Has successfully passed a theoretical test on trading in automotive parts (the professional manager or the owner or the acting manager within the company).
- The store’s professional manager shall prove compliance with the following terms, in a manner that shall satisfy the Authority:
- Tracking, Logging and Control by the Professional Manager:
- Detailed logging of inventory control in the warehouses.
- Detailed logging of bill of lading to sub-suppliers, including all the details necessary for identifying the shipment, including tire sizes and manufacturing series serial number, manufacturing date.
- Management of a customer complaints, tire defects and recalls file.
- Tracking of tire safety defects and reporting to the Ministry of Transport.
- Management of a customer complaints handling file concerning tire defects and customer service.
- Compliance with the requirements of the Licensing Law, the mandatory requirements, Procedure 10/04 and the terms of the license.
- A lease, ownership of rental contract, up-to-date and valid, 12 months duration as a minimum - of the intended store and of a size suitable for storage and sale of the tires and inner tubes.
- A plan, at a 1:100 scale, describing the following:
- Store floor space
- Location
- Access routes to the store and the nearby streets
- A signed affidavit issued by a lawyer, according to which the store at the desired address shall operate after receiving the business license or the approval from the local authority or regional council
- A business license or the approval from the local authority or regional council, for operating a store at the requested address
- If the application is being submitted by a limited liability company, then company registration with the Registrar of Companies shall be attached, including a Certificate of Authorized Signatories and Company Corporation
- Annual supervision agreement with a laboratory certified for vehicles
- Professional Manager certificates:
- Certificate testifying to one of the following:
- The Manager’s certification for professional management of a tire and inner tube repair factory (workshop
- Certificate of qualification as a technician, practical engineer or engineer in the automotive or mechanical disciplines, who has undergone training by the tire manufacturer
- Professional Manager Affidavit, in case of a new professional manager, signed in the presence of an attorney
- Invoice, as per the following example:
- Business name: if the business is privately owned, the owner’s name and address shall be specified in addition to the business name.
- Certificate testifying to one of the following:
The warranty period shall be specified at the end of the invoice

- Photo of the owner’s ID card and photo of the professional manager’s ID card including the attachment
- Customer Certificate of Warranty, valid for 3 years as a minimum: the license owners shall issue a certificate of warranty to the tire repairman and to the end user for tires sold by them. The certificate of warranty shall include the sale date, product, model, dimensions and manufacturing serial number of the tire.
The certificate shall state that an accredited laboratory, based on the importer’s professional opinion, can be contacted in case of a dispute.The warranty certificates shall be issued in Hebrew with an Arabic and Hebrew translation.
- The warranty period for the automotive part shall be as per the manufacturer’s instructions and no less than 3 years.

Please note: If visiting the offices, you are required to schedule an appointment in advance via the following app: GoVisit.
- The application will be examined. If documents are missing, notice to this effect will be sent to the applicants.
- The application will be examined only after all the required documents have been submitted. Application handling time is counted from the day the last document has been submitted.
- Once the examination of the application has been completed, and if all the documents are satisfactory, a license will be issued accordingly.
