Apply for a notary licence
Use this service to apply for a notary licence.
To apply you must meet all the following criteria:
- Be an Israeli citizen or have Israeli permanent residence status.
- Be a member of the Israel Bar Association.
- Have 10 years work experience as a lawyer.
- Participate in a notary training course.
- Have a criminal record check. The notary licensing committee will check if there are criminal investigations or proceedings against you.
- Have a disciplinary complaints-history check.
- The completed notary licence application form.
- Confirmation of membership from the Israel Bar Association.
- A copy of your ID and appendix.
- Confirmation of participation in a notary training course. Contact the Israel Bar Association college on telephone: 077-955020, or on their website, to schedule a training course.
You must pay the annual notary licence fee after receiving your licence, and when annually renewing your licence.
You can pay securely online or at the postal bank.

- The notary licensing committee will discuss and evaluate your application and decide whether to grant the licence or not.
- If any documents are missing from your application you will be asked to submit them.
- Your application will be rejected if you don't meet the standards set by the committee.
- The notary licensing department will publish the names applicants whose licence has been granted, for the purpose of obtaining objections:
On the department's website.
With the district courts' secretariats.
With the Israel Bar Association secretariats districts.
The publishing process takes two months.
- If no objections are made, the notary licensing department will send applicants whose licence has been granted, a summons to sign their name in the notaries' registry and a notary licence fee payment voucher.
- After paying the licence fee you must read the published instructions on the notary licensing department site and come to the notary licensing department office in Jerusalem and sign the notary registry.
- You can appeal a notary licensing committee's decision to reject your application at the Administrative Courts.
