Declare non-acceptance of Israeli citizenship for new immigrants and foreign nationals over 18
New immigrants and foreign nationals who are over 18 years old can use this service to declare non-acceptance of Israeli citizenship.
Who can apply
- New immigrants and foreign nationals can make the application within 3 months of immigrating to Israel or registering as a new immigrant.
- You can grant a representitive notarized power-of-attorney to apply on your behalf.
What you need
- Your ID card (if one has been issued).
- Your foreign passport with the immigration permit, if relevant (expired passports are acceptable).
- If someone is making the application on your behalf they must submit notarized power-of-attorney.

How to apply
Print and fill in the Declaration of non-acceptance of Israeli citizenship and submit it in person, together with the required documents at your local Population and Immigration office, or Israeli mission abroad within 3 months of immigrating to Israel or registering as a new immigrant.
Notes
- If there are special circumstances beyond your control, you can submit the application an additional 3 months after immigrating to Israel or registering as a new immigrant (6 months in total), with a letter of explanation.
- It is advisable to seek advice and information from your country’s Immigration association, a representative your country, or a lawyer who specializes in your country’s laws, regarding relevant information on making a Declaration of unwillingness to be an Israeli citizen.
