Apply to register unregistered land in Judea and Samaria
This service enables applicants to register land that has not been registered before (first registration).
- Land transaction application.
- A valid power of attorney.
- A map for registration purposes.
- Confirmation of payment of the fee for opening the file.
- At the post office, via a payment stub that can be obtained at the unit offices during office hours.

- First, pay the fee for opening the file at the Government Payments Service.
- After preliminary inspection of the map by the survey department and on the instruction of the registrar, you will be required to pay a deposit for first registration at the Government Payments Service.
- Later on, and on the instruction of the committee for first registration, you will be required to pay an area and boundaries inspection fee and a first registration fee via the Government Payments Service.

You must send the application documents to the bureau of the legal officer and land registrar at P. O. Box 46, Civil Administration for the Judea and Samaria region.
At the bureau office
You must bring the documents to the bureau of the legal officer and land registrar at the Civil Administration for the Judea and Samaria region (Beit El).
Further handling of the application
- The application will be stamped “Received,” with the date that it was received at the bureau office.
- The application will be examined in stages and discussed before the committee of first registration. A response will be given to the applicants at the conclusion of the process if the action has been approved.
- The approval will be sent via the Israel Post to the applicant’s address. Applicants may also receive the approval at the bureau during office hours.
- The handling time of the application depends upon whether the applicants submit the application, with all the required documents, on time, and on the discussion before the committee of first registration as a judicial body.
