Extend permits for foreign workers in the nursing sector for humanitarian reasons
Use this service to extend permits for foreign workers in the nursing sector, for special humanitarian reasons.
Who can apply
- Persons who require nursing care and who have a work permit for a foreign care worker (in the nursing sector), that is active and valid (not conditional).
- You can submit the application on behalf of an applicant if you have power of attorney.
What you need to include in the application
General
- The Application for a humanitarian committee form (Heb), signed by the person receiving the care, a family member or legal guardian.
- The confidentiality waiver (Heb), signed by the person receiving care or the legal guardian.
- The completed Medical opinion form (Heb) – see below for details.
- A signed letter of explanation from the person receiving care, family or legal guardian, detailing the special humanitarian reasons for the continued employment of the foreign care worker.
- Relevant documents supporting the application.
- If the person receiving the care is a dependent, you must submit original or certified copies of the legal guardianship order.
- An affidavit from the foreign care worker – see below for details.
Medical opinion
You must submit the completed Medical opinion form (Heb) stating that the termination of employment of the foreign care worker will result in significant harm to the person receiving care.
The medical opinion must meet the following conditions to be accepted:
- The opinion must be written by a certified doctor, nurse or local authority social worker from the area in which the person receiving the care lives, who has at least two years' experience in the nursing sector.
- The opinion must be signed by the person giving the opinion, and include their licence number.
- The person giving the opinion must state that the opinion was given after they made a house call and met the person receiving care, at their home, and include the date of the house call.
- The person giving the opinion must state that they are not employed or a person with interests in a foreign worker agency, either in the mediation or employment of foreign workers.
- The opinion must include the length of time they have known the person receiving the care.
Affidavit from the foreign care worker
You must submit an affidavit from the care worker, signed by an attorney, in a language understood by the foreign care worker.
The affidavit must meet the following conditions to be accepted:
- If the affidavit is in a language, other than English or Hebrew, it must be translated to Hebrew and notarized.
- The foreign care worker states that they support the person receiving care's application for an outstanding extension of their permit.
- They understand that if they decide to end their employment with the applicant receiving care, they will be required to leave Israel, and will not be permitted to be part of another person's application.
- They understand that if the application is denied, they will be required to leave Israel, and will not be permitted to be part of another person's application.
- They understand that if the application is granted they will be allowed to continue in the employment of the applicant, and at the termination of the employment, will be required to leave Israel.
- They agree to disclose their previous employment history, as recorded on the authority's digital records, to the applicant.
- The affidavit must include the foreign care worker's marital status in Israel and abroad, and they must agree to disclose any change in status, henceforth.

Monday, from 8am to midday, and from 2.30pm to 6pm.
Tuesday, from 8am to midday.
