Registration on the Cosmetic Products Dealers Registry
This service enables dealers of cosmetic products who plan to manufacture, import, export, store as wholesalers, or distribute a cosmetic product to register on the Dealers Registry via the government identification system.
All dealers of cosmetic products who manufacture, import, export, store as wholesalers, or distribute cosmetic products, must register on the Dealers Registry. Importers seeking to use the European route must also register as a "Qualified Importer."
This service enables dealers to register on the Dealers Registry through the portal, in accordance with the requirements of the Pharmacist Ordinance, [New Version], (1981) (HE) and the Pharmacists Regulations (Cosmetic Products), 2023, through R.K.F.T, the Cosmetic Products Portal (HE).
Who can register on the registry
Those who comply with the following conditions:
- Not minors (above the age of 18)
- Not an individual who has been declared by a court as unfit to manage their affairs.
- Not legally incompetent
- One of the following:
- Israeli citizens
- Israeli residents
- Corporation that was incorporated and registered in Israel
- Corporation that was incorporated outside of Israel and had been registered as a foreign company under Section 346 of the Companies Law, 1999
- In the case of a corporation:
- The registration applicant will be the general manager; however, if they are not Israeli residents, the application will be submitted by the person holding a position in the corporation, who is an Israeli resident
- The registration applicant may authorize an employee on their behalf to submit an application or update through the online system, on the condition
- Holders of a business license, permit, or approval, if required by the Business Licensing Law, on the issue of cosmetic products
- Those who hold a position in a corporation and have not been convicted or charged with a crime that, due to its severity or circumstances, are not fit to register on the Dealers Registry (the list of offenses)
- People whose cosmetic product license or their registration on the Dealers Registry has not been revoked
that the employee is an Israeli resident
The conditions for registration on the registry include one of the following:
- Holding a general cosmetic products license
- Self-declaration of complying with the ISO22716 standard according to occupation
- Declaration that the registration applicants hold a certificate attesting to compliance with the requirements of the ISO 22716 standard, issued by a body recognized by one of bodies registered as members of the IAF (International Accreditation Forum) that is authorized to grant' this approval
Additional Requirements for Registration as a "Qualified Importer"
Importers must commit (via a declaration in the R.K.P.T system – (Cosmetics Portal) to the following:
- They have a quality and safety control plan for the specific type of cosmetic product.
- They will implement this plan for every shipment of cosmetics imported through this route.
- They will store and transport the cosmetic product in accordance with the manufacturer's instructions (if provided).
Who cannot register on the cosmetic products registry
List of offenses: those who have been convicted or charged with an offense listed below that, due to its severity or circumstances, are not fit to register on the Dealers Registry:
- An offense under Section 338(a)(8) and (9) of the Penal Code, 1977 (hereinafter: Penal Code) (actions of negligence and recklessness)
- An offense under Section 497 of the Penal Code (preparation of an offense involving hazardous materials)
- An offense under Section 60(a)(6b) to (7) of the Pharmacists Ordinance
- An offense under Section 60(b)(26a) to (29) of the Pharmacists Ordinance
The service is provided free of charge.
How do I submit an application
Please enter the R.K.F.T, Cosmetic Products Portal (HE), select the option “Cosmetic Products Dealer”, register online, and submit.
Follow-Up on the Application
- After submitting the application, the administrator will register the applicants in the registry.
- Following registration and prior to marketing the cosmetic product, the responsible representative must submit a notification via the online system (R.K.P.T) about the product's marketing. For further details:

- Notification for European Route Marketing (Qualified Importer)
- Notification for Parallel Import Marketing Based on Approval
- Registration in the registry will be valid for five years, contingent on the continued fulfillment of registration requirements.
- A confirmation of registration will be sent to applicants via email.
