Cosmetic Product Notification – European Route
This service enables qualified representatives to notify online about the marketing of a cosmetic product in Israel ("notification") via the "European Route".
Who Is This Service For?
This service is intended for qualified representatives registered in the "Qualified Importer" registry. It is designed for those who wish to submit a notification for marketing a cosmetic product via the "European Route" and are registered in the Qualified Representatives Registry (Hebrew).
What Is the European Route?
The European Route applies only to cosmetics that meet the requirements of the Pharmacists Ordinance [New Version], 1981 (HE) and the Pharmacists (Cosmetics) Regulations, 2023. A cosmetic product qualifies for this route if:
- A qualified representative has been appointed for it.
- The product is legally marketed in a reference country.
- The product is not a designated cosmetic product.
- Importers have a quality and safety control plan for the product.

Service Cost
The service is provided free of charge.
How to Submit a Request
National Identification System Login:
- The "Qualified Importer" must log in to the national identification system (Hebrew).
- Register in the Qualified Importer registry, and the qualified representative must register in the qualified Representatives Database.
Accessing the Personal Area:
- After initial registration, the qualified importer will gain access to a personal area.
- In this area, they can select "Add New Item."
Selecting the European Route:
- Choose the item type and select the "European Route" option.
- Enter the item's name in Hebrew and English and select the qualified representative from an updated list in the database.
Corporate Representatives:
- If the qualified representative is a corporation, select the corporation and the designated contact person.
- Submit the request.
Approval by the qualified representative:
The qualified representative assigned to the item will receive a notification about the submission request from the qualified importer.
The representative must approve or reject the request.
If the request is rejected:
The qualified importer will be notified of the rejection.If the request is approved:
- A link to submit the notification will be activated.
- The qualified representative will receive a declaration document from the qualified importer, which must be attached to the marketing notification.
Submitting the Notification:
- Once the notification form is completed and submitted, an automatic confirmation will be sent to the email address provided.
- This confirmation will also be sent to the Qualified Importer.
Approval for Import:
- The confirmation will serve as an import approval under Section 62(c)(2) of the Customs Ordinance.
- Once approved, the cosmetic product can be marketed in Israel.
