Notification of a Cosmetic Product Marketing - Basic Process
This service enables responsible representatives to inform the applicants of the online marketing of a cosmetic product.
This service enables responsible representatives to inform the applicants of the online marketing of a cosmetic product in accordance with the requirements of the Pharmacist Ordinance [New Version], 1981, and the pharmacists’ regulations (cosmetic products), 2023, after identification in the national identification system.
Who can use the service
- Responsible representatives are appointed by cosmetic product dealers to deliver a message on cosmetic product marketing and have been registered on The Responsible Representative’s List (HE).
- This track is intended only for cosmetic products that meet the requirements of The Pharmacist Ordinance [HE] and the pharmacists’ regulations (cosmetic products), 2023, including:
- Responsible representative
- Cosmetic product registration dossier
- For an imported cosmetic product: distributed in a recognized country
For imported cosmetics, a Free Sale Certificate issued by the Ministry of Health, the Chamber of Commerce, or other legally recognized alternatives.
The service is provided free of charge.
How to submit your application
- Dealers and responsible representatives should register at the Dealers’ Registry and The Responsible Representatives Database.
- After the initial registration, a private zone will be opened for cosmetic product dealers
- In the private zone, the dealers will be able to select "adding a new product"
- Businesses must choose the basic process (information on the parallel import process can be found in the notification on parallel import based on a conformity certificate).
- The dealers must select between local manufacturing and regular import (parallel import track is informed in the Notification on Parallel Import subject to Certificate of Conformity).
- Approval of a responsible representative: the responsible representative attributed to the item will receive a message that an application has been sent from a dealer for submitting a notification. The responsible representative will approve or reject the application
- If the representative approves the application:
- A link will be opened for the notification
- After completing and sending the message, an approval notice will be sent automatically to the email address supplied (except for a cosmetic product containing nano particles that is not in the appendices)
- This approval will be considered an approval under section 62(c)(2) for the customs ordinance
- An approval will be granted for marketing a cosmetic product containing nano particles, not included in appendices 3 to 5 under the European Union’s requirements for legal importation. The approval will be granted within 6 months from the date of submitting the notification
- Once the approval is granted, the cosmetic product can be marketed in Israel
