Notify Parallel Import Based on a Certificate of Compliance
This service allows importers, who are not in an arrangement with the cosmetic product manufacturer, to notify of a parallel import based on a certificate of compatibility for a reference cosmetic product, a cosmetic product that already has a license.
The service is granted as part of the amendment of The Pharmacist Ordinance [New Version] – 1981 (HE) in October 2022, which came into force on 01.01.2023. Concurrently, the Dealers’ Registry, a database of responsible representatives and the new arrangement of parallel import, based on a certificate of compliance for a reference cosmetic product, have come into force. This track is not intended for a sensitive-skin cosmetic product (HE).
In 28.12.2022, the ministry published The Pharmacist Ordinance (the types of cosmetic products requiring a license for their marketing (temporary order), 2022. This order determines that the types of cosmetic products listed in the ordinance require a license according to the supervision order.
Importers registered for The Dealers’ Registry, who wish to import in a parallel import mode a cosmetic product that meets the following conditions:
- As detailed in the fourth addition b1 to The Pharmacist Ordinance [New Version] – 1981 (HE)
- It is not a sensitive-skin cosmetic product (HE)
- Receiving a certificate of compliance from a recognized laboratory
- The service is provided free of charge
- Lab service fees: to be inquired directly with the service providers
Until establishing the dedicated computer systems, proceed according to the instructions listed in this page:
- Register for The Dealers’ Registry
- Register for the responsible representatives’ list
- Inform when you receive the compliance certificate
Here are the procedure’s steps:
All dealers of cosmetic products who manufacture, import, export or deal with wholesale storage of a cosmetic product, must register for The Dealers’ Registry.
- Dealers who wish to register for The Dealers’ Registry are invited to register using the Cosmetics Portal (HE)
- A certificate and a certificate number will be issued in ten days, confirming the registry for The Dealers’ Registry
- Those interested should register for the representatives’ list / registration of a responsible representative / establishment of a responsible representative corporation.
- Immediately after submitting the declaration, a confirmation of registration in the list will be issued
- The cosmetic products list displays all the cosmetic products approved for marketing in Israel
- Make sure that the name of the cosmetic product requested for import appears in the list, and it is legally marketed in the state of Israel
Contact a recognized laboratory with a sample of the reference cosmetic product and a parallel product, to receive a certificate of compliance, as well as documents and declarations as listed in clause 55a12e(2) and (3) to The Pharmacist Ordinance [New Version] – 1981 (HE).
What is a recognized laboratory?
One of the following:
- The Standards Institute, within the meaning of section 2 of the Standards Law, 1953
- A laboratory which the Israel Laboratory Accreditation Authority, within the meaning of the National Law of the Israel Laboratory Accreditation Authority, 1997, has authorized for this issue
- Additional laboratories have not yet been authorized for granting a certificate of compatibility, except for the Standards Institute Therefore, at this stage, it is possible to contact the Standards Institute only, to receive a certificate of compatibility
- The names of the laboratories which will complete the authorization procedure will be publicized on the Ministry’s website
- After receiving a certificate of compliance, the Ministry of Health should be informed through the portal. Choose cosmetics dealer, continue choosing to add an item and choose a parallel import route.
- The Cosmetics Department may require any additional document according to the standards, while reviewing the request.
- After filling out and sending the form, a confirmation of the data entry will be sent to the email address you have entered
- Name of confirmation: confirmation of a message receipt on the online system for a parallel cosmetic product
It is possible to clear the cosmetic product from customs by presenting the confirmation.
