Apply for change status - for foreign nationals for family reunification
Foreign nationals with a foreign passport who are not eligible for aliya under the Law of Return, can apply to change their status in Israel to reunite with family who are Israeli citizens.

How to apply
To submit an application for a change of status, contact the Population and Immigration Authority office at your place of residence.
You will receive an electronic application number in order to fill out the online form “Request for an Immigrant Visa / Status Change”, make sure you select “Jerusalem, Ministry of Interior Applications”.
