Persons born in the former Soviet Union who are not Israeli citizens can apply for in Israel.
Who can apply
- Holders of a foreign passport who are not Israeli citizens
- You can only apply as part of an application for citizenship, a work permit, or a student visa
- You must apply in person

Preliminary verification of the right to repatriation is carried out by Nativ’s Consular Department employees directly at Ben Gurion International Airport:
- Sunday – Thursday: from 08:00 to 21:30
- Friday: from 08:00 to 15:30

How to apply
To submit an application for a change of status, contact the Population and Immigration Authority office at your place of residence.
You will receive an electronic application number in order to fill out the online form “Request for an Immigrant Visa / Status Change”, make sure you select “Jerusalem, Ministry of Interior Applications”.
