Handling of Inquiries and Complaints in the Department of Cooperative Associations
This service explains the processing procedure from the moment an application or complaint is submitted to the Registrar of Cooperative Associations until the handling of the inquiry is completed
This service is designed to assist cooperative members and other applicants in understanding the handling process for their inquiries submitted to the Registrar of Cooperative Associations.
To receive this service, please follow the detailed instructions outlined in the Procedure for Handling Inquiries in the Department of Cooperative Associations
- Complaints may be submitted against a cooperative association.
- Applications of the following types may be submitted:
- General questions.
- Inquiries for obtaining information.
- Additional services
- Under this service, complaints cannot be submitted regarding matters that fall outside the jurisdiction of the Registrar, for example:
- Criminal offenses – an inquiry may be directed to the Israel Police or any other authorized body.
- Non-conforming use of land – an inquiry may be directed to the Israel Land Authority or any other authorized body.
- Water tariff rates – an inquiry may be directed to the Water Authority.
- The Agricultural Settlement Law – an inquiry may be directed to the Commissioner for the Agricultural Settlement Law at the Ministry of Agriculture.
- Local committee – an inquiry may be directed to the Regional Council and the Ministry of the Interior.
- Complaints that have already been adjudicated in the past, or that are concurrently being deliberated in judicial courts, shall not be submitted.
Please note:
- Inquiries must be submitted directly to the Registrar – no response will be provided for inquiries sent to another entity.
- In a complaint concerning a personal or financial dispute, action must be taken in accordance with the guidelines:
- Between a member of the association and the association.
- Between members of the association.

The following documents must be attached to the inquiry:
- Certificates/approvals related to the inquiry.
- Any additional information that may assist in the investigation of the complaint.
- When dealing with a follow-up to an existing inquiry, the number of the original inquiry must also be specified.
- Exhaustion of remedies – a copy of the appeal to the association's authorities and a copy of the response (insofar as one was received).
The service is provided free of charge
Prior to submitting a complaint to the Department, must exhaust the handling of the complaint directly with the association's authorities (such as: the General Assembly, the Management Committee, or the Supervisory Committee).
An inquiry form must be filled out, the required documents attached, and submitted online. Care must be taken to fill out the following details:
- Personal Details:
- Full name of the applicants/inquirers.
- Identity card (I.D.) number or Private Company (P.C.) registration number.
- Mailing address.
- Telephone number.
- Email address.
- Details of the association regarding which the inquiry is submitted:
- Name of the association.
- Its registration number.
- Mailing address of the association.
- Telephone or fax number.
- Email address.
- A precise description of the facts of the case and a detailed account of the deficiencies committed, in the opinion of the applicants/inquirers.

- Telephone inquiries to confirm receipt of a fax will be available 24 hours after the fax has been sent, at telephone number: 02-5680700, Sundays through Thursdays, between 9:00 AM and 12:00 PM.
Mail
Submission may be made via mail to the Registrar of Cooperative Associations, at the following address: Government Complex (Generi 1), 5 Bank of Israel Street, Jerusalem, Ministry of Economy, 2nd Floor.

- Inquiries submitted via the online form will receive a faster response.
- For inquiries sent via fax, receipt may be verified 24 hours after sending.
- For inquiries sent via mail, receipt may be verified 14 business days from the date of mailing.

- Complaints will be examined in accordance with the authority of the Registrar, by virtue of cooperative association laws
- Complaints found to be justified will require the association to implement corrective measures
- To streamline and expedite the handling of the inquiry, it is recommended to send it via a single communication channel and not more than once through that same channel.
- An inquiry sent more than once, or via multiple communication channels, will be answered according to the response time set for the slowest channel among those through which it was submitted, and in accordance with the scheduled date.
- The Department may be contacted independently, and professional representation—such as by an attorney or otherwise—is not required.
- Applicants wishing to submit an inquiry through representatives must attach a request for representation or an appropriate power of attorney in writing.
- Inquiries without an appropriate power of attorney or request for representation will not be processed.
- Inquiries cannot be submitted without the applicant's signature. However, applicants who wish to do so may request confidentiality. If it is determined that the inquiry cannot be investigated without identifying details, a clarification will be sent to the applicants regarding this matter.
