Apply for a cosmetics Certificate of Free Sale (CFS)
Cosmetics exporters can apply for a Certificate of Free Sale (CFS) for cosmetics, in accordance with the regulatory requirements in some countries of the world.

Conditions for approving the application
You’ll need:
- a Ministry of Health (MoH) general or designated cosmetics license
- to declare that cosmetics are permitted for free sale in Israel, as specified in Director General directive 3.19 - "Obtaining a free sale certificate for cosmetics in Israel (CFS)".
How to apply
- Compete one of the following application forms in English using a computer (not hand written), depending on the number of cosmetics you're applying for:
- Attach a designated cosmetic license for the cosmetic or cosmetics as approved in the MoH Pharmacy Division cosmetics database
- Submit the application by registered mail or in person by appointment to:
Industries Administration, 5 Bank of Israel Street, Jerusalem 9103101, Ministry of Economy and Industry, Room 3067.
You’ll be notified of approval or denial on your application within 10 days from the date of receipt of the application in full.
