Apply to the Israel Police Administrative Fines Center to cancel cannabis related fines
You can apply online to the Israel Police Administrative Fines Center, to cancel a fine or a request a hearing on a cannabis related issue.
Cannabis includes several different types of drugs, such as hashish and marijuana, which are extracted from the hemp plant. In Israel, you can be fined for illegal possession or use of a cannabis or hashish, which are refined as a “dangerous drug”.
What is the Dangerous Drugs Law
On 26 July 2018, the Dangerous Drugs Law (Special Fine Offense - Temporary Order), 2018 was published and came into effect on 1 April 2019, as part of a temporary order for 3 years.
According to the law, a first-time offense of possession or use of cannabis or hashish for self-consumption, or a second-time offense committed within 5 years from the first offense, will be considered a ‘special fine offense’.
- The fine for a first-time offense is ILS 1,000
- The fine for a second-time offense is ILS 2,000
- Special rules of procedure will apply
Who can apply
If you have been found in possession or use of cannabis for self-consumption for the third time, and you meet the requirements of the Criminal Procedure Law and are found to be suitable for it, you will be referred to the procedure of closing a case on conditional arrangement.
If you have been found in possession or use of cannabis for self-consumption for the third time (within 7 years from the second time), and meet the requirements of the Criminal Procedure Law and are found to be suitable for, you will be referred to the procedure for closing the case on conditional arrangement.
If you have been found in possession or use of the cannabis for the fourth time, you will be brought for criminal proceedings.
When can you request to cancel a fine
- You can apply to cancel a fine within 30 days from receiving the fine, on the grounds of: "The circumstances of the case as a whole are not suitable for opening an investigation or for prosecution”.
- You can apply to cancel a hearing and apply for a hearing at the same time.
- If your application to cancel the fine is rejected, you can request a hearing within 14 days of your application being rejected or until the end of the period for filing a request for a hearing.
- If you’ve been fined an additional ‘late’ fine for not paying within the deadline, you can apply to cancel it, if you could not pay the original fine, due to reasons beyond your control.

Even if you’ve applied to cancel a fine, you’ll still need to pay it by the payment deadline.
- Complete the online application:
- fill in the report number without hyphens
- include the reasons for applying to cancel the fine
- Attach:
- a copy of the report
- a copy of your ID card with your signature
- Submit the application online
Important notes
- By law, you can request a hearing within 30 days of receiving the original fine report.
- Delivery by registered mail constitutes proof of delivery.
