Application for Family Conflict Resolution
This service enables family members who are in conflict to resolve disputes out of Court. The procedure is carried out at the Assistance Unit, which belongs to the Ministry of Welfare and Social Security.
The service is intended for family members living in Israel: spouses, parents, or parents and their children, who are in a family conflict such as child support arrangements, property matters, or visitation arrangements.
Family conflict resolution is a preliminary stage prior to initiating proceedings at Court, intended for family members who are in conflict and wish to file with the Family Court. An application for family conflict resolution is filed using Form 1 of the Addendum to the Regulating Litigation in Family Conflicts Regulations, 5776-2016.
Completion of the procedure at the Assistance Unit
- Within five days from the completion of the last meeting at the Assistance Unit, the parties are required to notify the Court, through the Assistance Unit using Form 3, whether they wish to continue a conflict resolution procedure (such as mediation) or application to conclude it
- If an agreement is reached – the parties may request that the Court validate it as a judgment
- If no agreement is reached – the parties may consider private mediation (paid), and request that the Court extend the stay of proceedings period beyond the 60 days prescribed by law (using Form 7).
Extension or shortening of the stay of proceedings period (Form 7)
The stay of proceedings period prescribed by law is 60 days. You may file an application to extend or shorten this period as part of the conflict resolution file.
- If a family conflict resolution file has been opened at a religious Court and relief is being requested from that Court.
- If one of the parties does not reside in Israel.
- Paternity or maternity claims filed in agreement.
- Divorce or dissolution of marriage claims filed in agreement.
- Proceedings to which the State is a party, except for a claim regarding paternity or maternity concerning a child filed without the parties' agreement.
- Proceedings under the Prevention of Domestic Violence Law, 5751-1991
- Proceedings under the Prevention of Stalking Law, 5762-2001
Urgent reliefs
In certain cases, you may file an application for urgent relief without opening a family conflict resolution file. Such an application is filed using Form 6 only, which includes an affidavit.
Examples of urgent reliefs:
- Approval of urgent medical treatment for minors, including treatment or psychiatric hospitalization, when there is no agreement between the parents.
- Issuance of a passport for minors and approval of their departure from Israel, when the departure is expected within 30 days from the filing date (you are required to specify the departure date in the application).
- An application to register a child in an educational institution when studies are about to begin.
- An urgent divorce claim when one spouse resides abroad and is in Israel for a short period.
- An application to prevent minors from leaving the country.
- Cases in which one of the spouses does not reside in Israel.
- An application for temporary child support in exceptional cases, when waiting for the information and coordination meeting at the Assistance Unit may cause substantial harm.
- An application to secure the relationship of minors with their parents when waiting for the information and coordination meeting at the Assistance Unit may cause substantial harm to the parties or their children.
- An application filed by a woman staying in a shelter for battered women, to keep her children with her and make decisions concerning them during her stay in the shelter.
Temporary reliefs
- An application for temporary relief is filed using Form 5 only.
- Types of temporary reliefs:
- Temporary attachment (lien)
- Prevention of departure from Israel (regarding minors or adults)
- Preservation of the status quo

Online – on the Net HaMishpat website – for attorneys only
- Before logging in, you should prepare all documents scanned in PDF format only. The maximum size of each file that may be attached is up to 30 MB.
- You are required to connect to the website only from a computer; it is not adapted for browsing from a mobile phone.
- Entry requires identification using the National Identification System or a smart card.

- After logging in, ensure identification is as an attorney – at the top left, the attorney license number will appear and not your personal ID number.
- If the ID number appears, you should change it by clicking the small arrow next to the number.
- If the arrow does not appear and you cannot select your attorney license number, you are apparently not registered as an attorney in the Net HaMishpat database. To register in the database, you are required to complete an online registration form through the Net HaMishpat website under the link on the center bottom “Add a new attorney to the Net HaMishpat website.”
- To file the application:
- Click the “Open File” button.
- Select the Court, file type, and other required fields.
- Mark V in the power of attorney checkbox.
- If you wish to pay by bank account debit authorization instead of by credit card, you are required to choose this option at the stage of marking the V for power of attorney. Otherwise, it will not be possible to choose this payment method later. To choose this option:
- Click the “Attorney Details” button.
- Move to the “Bank Account” tab and verify the debit account details.
- Enter the bank account details and click “Verify Data.”
- The bank account details are required to match the account details registered in Net HaMishpat for the office.

To attach appendices with the application:
Additional documents may be uploaded using the designated “Browse” button under the heading “Attaching accompanying documents.”
At the Court
- You are required to print the application form, complete and sign it, attach the required documents and file these.
- You are required to file the application in person during working hours at the Secretariat of the relevant Court.
- District filing – you may file the application at any Court in the district, according to that specified in the table, regardless of the court in which the case is being handled, for which these is the service in the district
- Payment of the application fee is required at the Court Secretariat upon filing.
- Online appointment scheduling with the Court Secretariat – you may schedule an appointment at the public reception desk of the Secretariat of the Court to file the application.
By registered mail
You may send the application by registered mail to the Family Court according to local jurisdiction.
Fees:
- A fee is required to be paid, as detailed in the fee section on this page.
- The receipt is required to be attached to the application.
To attach appendices with the application:
You are required to attach the application and its appendices and send them together.
By fax
It is not possible to file the application by fax.
- The Court Secretariat schedules the first meeting at the Assistance Unit. Further coordination is carried out vis-a-vis the Unit only.
- During the stay of proceedings period (60 days), it is not possible to file claims with the Court unless it is an urgent relief or an application has been filed to shorten or extend the period.
- If the procedure is not successful, you may file claims with the Court after the stay of proceedings period ends.
- You may check the status of processing of the application in Net HaMishpat, accessed through the National Identification System or a smart card.
- You are required to connect to the website only from a computer; it is not adapted for browsing from a mobile phone.

Upon completion of filing, a confirmation number (reference number) is issued, using which you may track the file opening and receive the case number in two ways:
- In the Attorneys Area:
- Under the “Track my Filings” tab you may see the recent filings, their reference numbers and the status of processing them.
- It is required to check the status of processing the application.
- This may be done after the end of the next business day following filing.
- On the upper bar of the website under the “Filings” tab
- Clicking the tab will open a window in which you should choose "Find Filings by Reference Number"
- Enter the confirmation (reference) number in the designated field and click the "Find" button on the lower left of the page. The status of processing the application will be displayed.
- It is required to check the status of processing the application. This may be done after the end of the next business day following filing.
- After the file is opened, the case number will be displayed
- Using the case number it will be possible to view the case – clicking the number
- After entering the case, the files in it will appear on the right.
- Upon completion of filing, a case number will be issued. You are required to wait for a judicial ruling.
- You may check if a ruling has been rendered using Net HaMishpat, to be entered through the National Identification System or a smart card. Enter the case number on the top bar of the website, click "Find", and them you will be able to view it.
- If the case number is forgotten or unknown, click the “Find Cases” tab, then “My Cases” and select a date range to view files, from which you should select the correct case.
- After entering the case, files will be displayed on the right. Enter "Paper File", which contains all the documents in the case, including rulings
- You are required to track the delivery of the application to the Court and wait until the end of the business day following arrival so the file may be opened. Afterwards, you may track the processing status in Net HaMishpat as follows:
Applicants not represented by an attorney
- If an email address was entered in the application, update notifications from the Court will be received there.
- To read the messages click the link in them that will lead you to Net HaMishpat. Enter it using the National Identification System. An envelope icon will appear next to the identification number, clicking it will open notifications from the Court. In this manner the Court will notify when the case is opened and send a case number.
- An additional way to check whether the case had been opened on the Net HaMishpat website, after logging in through the National Identification System, you may click the “Find Cases” tab, select “My Cases” and select a date range for the search. A list will be displayed, from which the relevant case may be selected, and then click the case number to view it and check whether a ruling has been rendered in it.
Attorney
You may check the status of processing the case in Net HaMishpat under the “Find Cases” tab then select “My Cases”:
- Select the court and opening date range.
- If the case had been opened, a case number will be shown, and clicking the number will enter the case.
- It is important to ensure that the attorney license number rather than the identification number appears on the top left to view files in which you represent.
