Application for Import Permits (Cosmetics) – Raw Materials, Samples for Market Tests or for Research Purposes, Import for Export Purposes, Import to Palestinian Authority (PA) Territories
This service allows for the submission of an application for an exemption for goods imported in commercial import, pursuant to Article 2(C)(2) of the Free Import Decree.
The Free Import Decree (HE) brings together all of the legal requirements for the commercial import of goods and defines the terms and conditions for the release of merchandise from the customs. The Decree was enacted by virtue of the Import and Export Ordinance [New Version] (HE), according to which any product that is imported to Israel requires a license or a permit. The Free Import Decree allows every person to import products freely, save for products specified in the first and second addenda to the Decree (cosmetics are specified in the second addendum to the Decree).
The Free Import Decree does not apply to "personal import" – the import of goods to Israel by an individual without the mediation of a licensed dealer, on the condition that the goods are not intended for supply, manufacturing or services and they are being imported in a reasonable quantity for the personal use of the importer or the use of their family. For further information, see Personal Import Guidebook.
For the purposes of the sale of cosmetics in the State of Israel, importers are required to have license to the specific cosmetics product or a marketing notification permit.
