Medical Fitness Tests for Driving at the Medical Institute for Road Safety
This service provides information and enables payment for medical fitness examinations. It also details the tests, identifies who is required to take them, and explains the process for appealing the results.
The Medical Institute for Road Safety (MARVAD) is the authorized medical body for conducting health assessments for drivers referred by the Licensing Authority, physicians, or other public bodies. It provides professional opinions and recommendations regarding medical fitness to drive.
The institute handles inquiries related to medical fitness for driving, reviews submitted documents, schedules examinations, and provides recommendations to the Licensing Authority at the Ministry of Transport following the assessment.
The Medical Institute for Road Safety (MARVAD) receives reports from authorized sources about individuals required to undergo medical fitness examinations and schedules them accordingly.
Those summoned by MARVAD for examinations include:
- Applicants for public transport or heavy vehicle driver’s licenses, referred by the Licensing Authority.
- Traffic offenders who have completed a license suspension period, referred by the Licensing Authority.
- Drivers reported by the Israel Police for involvement in road accidents.
- Drivers reported by the courts.
- Drivers who are disabled veterans of the Ministry of Defense.
- Drivers referred by the National Insurance Institute.
- Drivers who use or have been convicted of drugs or alcohol offenses, referred by the Licensing Authority, Israel Police, or IDF licensing authority.
- Drivers required to report under Section 12B of the Traffic Ordinance – Mandatory Reporting by Physicians.
- Applicants or holders of a driver’s license with medical conditions, referred by the Licensing Authority.
- Drivers referred by the Licensing Authority due to age (Regulation 196 of the Traffic Regulations).
- Individuals required to undergo follow-up examinations by MARVAD or an Appeals Committee.
Those summoned to MARVAD will receive an SMS with the date, address, and directions for their examination.
Examinations are conducted at the branches of the Medical Institute for Road Safety (MARVAD).

People summoned for medical fitness examinations will attend a scheduled examination day at the institute.
During the examination day, several assessments will be conducted by general physicians, psychologists, psychiatrists, and addiction specialists (narcologists).
The examination day is tailored to each individual and may not include all types of tests.
Types of Examinations
- General Medical Examination – Includes review of the information you were asked to bring and an assessment by general physicians.
- Psychological Examination – Divided into different types depending on need. A comprehensive examination includes computer-based tests lasting approximately 4 hours and an assessment with a psychologist.
- Tests include attention, coordination, and personality assessments.
- Some tests are timed, while others have no time limit.
- Breaks are allowed between tests.
- Psychiatric Examination – Includes a diagnostic interview.
- Addiction (Narcology) Examination – Includes a diagnostic interview.
- The list of required documents varies depending on the individual. The appointment letter from the Medical Institute for Road Safety (MARVAD) will specify all documents that must be brought. The list of documents is also available in the personal government portal.
- In addition, you should bring:
- A photo ID (driver’s license, passport, or ID card). Examinations or inquiries can only be conducted with a valid photo ID.
- A computerized medical summary from your health maintenance organization (medical record summary).
- If you were hospitalized in the past year, bring the hospital discharge summary ("discharge letter").
- It is recommended to bring proof of fee payment to save time. Pay the fee here.
- Examinations take approximately 5 hours, so it is recommended to bring food and drinks accordingly.
Examinations Require a Fee
The fee applies to patients who have started treatment at the Medical Institute for Road Safety (MARVAD) and are required to pay.

Fees can be paid:
- Online via credit card, with up to 18 installment payments available.
- At payment kiosks at the institute via credit card, with up to 18 installment payments available.
- At the post office (cash only).
- Some individuals will receive an SMS from MARVAD after the examination day with instructions on additional steps, further tests, or a follow-up visit. Documents can be submitted to MARVAD via the personal government portal.
- After reviewing the examinations, documents, and data, the institute provides a recommendation regarding medical fitness to drive to the Licensing Authority at the Ministry of Transport. The final decision and notification to individuals is the responsibility of the Licensing Authority.
- Individuals will receive an SMS from MARVAD confirming that their case has been processed and the decision has been forwarded to the Licensing Authority. Individuals must contact the Licensing Authority for further steps.
- The status of the request can be checked in the personal government portal.
Medical Privacy and Confidentiality
- For privacy reasons, MARVAD ’s decisions and recommendations, as well as Appeals Committee recommendations, are forwarded to the Licensing Authority in a general and summarized format only.
- All reasoning and documents are provided to the individual (or their designated physician) by MARVAD. To receive these, the individual or their representative must submit a written request along with a medical confidentiality waiver (Hebrew) to the Medical Institute for Road Safety.
The Appeals Committee of the Medical Institute for Road Safety (MARVAD) serves as an oversight mechanism for MARVAD’s recommendations and has the authority to uphold, modify, or cancel them.
Applicants or holders of a driver’s license who believe they have been affected by MARVAD’s decisions may submit an appeal to the Appeals Committee within 30 days from the date the notification was received from the Licensing Authority.
Instructions for submitting an appeal and the fee payment slip are provided to the applicant by the Licensing Authority when the response is received.
