Applying for a Vehicle Adjustment Committee for disabled vehicles and accessories
To apply for vehicles and accessories for people with disabilities from the National Insurance Institute (NII), you’ll need to request a Vehicle Adjustment Committee (also called a Vehicle Size Committee). The committee will recommend a vehicle and equipment to best suit your needs.
The Vehicle Adjustment Committee is for people with mobility disabilities referred by the National Insurance Institute (NII) mobility department.
- The Vehicle Adjustment Committee recommends vehicles and accessories for people with disabilities who are eligible for mobility benefits. The committee’s recommendation will determine the most suitable vehicle, at the lowest price, and suitable driving accessories.
- Before going to your committee, you should contact the NII to find out which type of vehicle they allocate for your type of mobility disability. Contact the mobility department for information.
- The committee operates by virtue of section 9 (a) of the agreement regarding mobility benefits, which was signed between the Ministry of Finance and the NII on 1 June 1977, and operates within the Medical Institute for Road Safety.
If you need a vehicle or vehicle equipment suited to your disability:
- apply through your NII mobility department. You can:
- request a committee when you apply for mobility benefits at the NII
- request a referral for an examination from your NII mobility department
- you’ll be referred to the Medical Institute for Road Safety, who will invite you to a vehicle size committee. You can only apply through the NII. You cannot apply directly to the committee.
- You’ll be scheduled an appointment by email or phone. You can view the details of your committee summons in the personal area of the government portal
Please note: If you are in the process of changing your wheelchair, you should apply for the vehicle size committee after getting the new wheelchair to avoid delays. The NII mobility department will update them of the change in wheelchair.
Bring:
- photo ID (you cannot enter without it):
- driver's license, ID or passport
- if the committee is for your child, bring your ID card with the appendix (slip) that includes their details
- up-to-date medical documents, including digital medical information from your doctor.
- Your permanent mobility equipment, for example, prostheses, oxygen equipment, feeding equipment, crutches, walker
- Your standard or powered wheelchair if you use one. The committee will measure your wheelchair size for the vehicle
Also bring:
- Approval to buy a wheelchair
- technical specifications
- a physiotherapist report
Please note: If you are in the process of changing or repairing your wheelchair, let the committee know in advance by calling Kol Habriut. You should only go to your vehicle size committee after getting the new wheelchair, to avoid delay, or a second committee.
Service fees
- If you are a driver being examined for fitness to drive at the Medical Institute for Road Safety, you’ll need to pay a fee.
- There is no fee for the Vehicle Size Committee itself.
If you are applying as a driver:
- you’ll need to take the following tests before your committee:
- medical fitness test for driving
- indicator device test for driving accessories, by driving fitness specialists and doctors
- you’ll need to pay the examination fee that appears under “view documents”
Details about arriving at the committee
- Drivers who are required to undergo driving capacity tests and who applied to the committee shall be summoned to the Medical Institution for Road Safety in Tel Aviv, 116 Begin Road, 6th floor.
- People who apply to the committee and who are not required to take driving capacity tests within the framework of the vehicle adaptation committee:
- Those who apply to the committee who live in the area of Hadera and northward, will be summoned to the Medical Institution for Road Safety in Haifa: 15A Palyam Boulevard, Government Campus, Building B, 20th floor, Haifa.
- All other applicants will be summoned to the Medical Institution for Road Safety in Tel Aviv.
For your information,
Starting at 15:00, applicants who have been summoned to the committee in Tel Aviv and who possess a disabled parking permit may enter the Beit Kalka parking lot free of charge. Entrance to the parking lot is through Isserles Street, Tel Aviv.
Please note:
If you are related to any member of the committee, you must disclose this to the committee's secretary and it will take action accordingly, and if necessary it will schedule another date for your appointment before the committee, as soon as possible.
- It is recommended that you arrive for the examination about fifteen minutes before your scheduled appointment with the committee.
- Before entering the committee room, the committee staff reviews applicants' personal files and documents.
- You may arrive with companions: Family members, lawyers, translators or other companions. You may enter the committee room with up to two companions.
- Applicants must state the following before the members of the committee:
- Their medical condition
- The type of vehicle in their possession
- Did they test the representative vehicle determined by the National Insurance Institute of Israel?
- What vehicle do they request?
- The committee's physician will perform a physical examination of the applicants with regard to the documents that they submitted, and the disabilities and illnesses that they specified.
- You’ll get a copy of the committee report, and a copy will also be sent to the NII, within 30 days of the committee meeting. When you get the committee’s report, contact the your NII to fulfill the committee’s recommendations.You can view the details of your committee summons in the personal area of the government portal
If you passed a driving test for driving with special driving equipment, send a copy of the new license and the committee’s report to Kol Habriut:
- by an online form
- by fax to 03-5610284
Include “Vehicle Adjustment Committee” in the email subject or on the fax.
- You can change your contact information to match what’s on your government ID and choose to receive newsletter updates.
