Scalp Ringworm Compensation Claims for Victims and Dependents
This service allows scalp ringworm victims or their dependents to file a compensation claim for radiation treatment they received to treat ringworm disease.
- Residents who claim they underwent radiation for scalp ringworm.
- Dependents of individuals who underwent radiation for ringworm, meeting one of the following criteria:
- Spouses of scalp ringworm victims at the time of their deaths, who have not remarried.
- Children of the victims, including stepchildren and adopted children, who were considered minors according to the law at the time of the victim’s death or during their military service. This applies only if the deceased's spouse is not eligible to file a claim under the law.
- Complete the forms according to the type of claim:
- Plaintiffs will fill out the guidelines and claim application form (Hebrew).
- Dependents filling out a claim should complete the guidelines and dependent claim form (Hebrew).
- Submit the completed form along with the required documents using one of the following methods:

The service is free of charge
- Once a compensation claim is filed, an experts’ committee reviews the application and determines whether to approve or deny it.
- If the claim is approved, it is forwarded to a medical committee. This committee evaluates whether the applicant had one of the diseases listed in the Addition to the Law for Compensation of Scalp Ringworm Victims (Hebrew). If a qualifying disease is confirmed, the committee determines the corresponding disability percentage.
The experts’ committee’s review process is conducted according to the following stages:
- Notification of receipt of compensation application: the National Center for Compensation of Scalp Ringworm Victims will send a notification by mail to compensation plaintiffs after receiving their application.
- Initial discussion: this will take place without the presence of the plaintiffs within 45 days of submitting the application. If any information is missing or the forms are incorrectly filled out, a message is sent by mail to the plaintiffs requesting the missing documents.
- Request to expedite discussion: in exceptional cases due to age or medical condition, submit a written request to the experts’ committee, including the reason for the request, along with supporting medical and additional documents.
- Recognition of claim: if the names of the plaintiffs or the deceased are listed in the National Center Database of Scalp Ringworm Victims as individuals who underwent radiation, their claim will be recognized based on this listing and forwarded for discussion to the medical committee.
- An invitation to the experts’ committee: if the forms and documents are completed in full and found to be compliant, an invitation will be sent to attend a meeting with the experts' committee convening in the Tel Hashomer compound.
- Committee discussion: a discussion will be held to determine whether the plaintiffs underwent radiation for ringworm disease as defined by law (Hebrew).
The duration of processing for each claim cannot be anticipated in advance. - The committee’s decision: the committee’s decision may be approval or revocation. The decision is sent in writing to the plaintiffs and their power of attorney representatives.
- If the compensation claim has been denied and later testimonies or evidence not previously submitted to the committee have been found, it is possible to submit an application for reconsideration by the committee through an online form.
- The committee will reconsider the application without the presence of the plaintiffs, and its decision will be sent in writing.
- If, after reconsideration, the committee’s decision is still unacceptable to the plaintiffs or their representatives, they may file their claims with the regional labor courts corresponding to their place of residence.
The medical committee’s workflow is conducted in the following stages:
- Invitation to the committee
- Plaintiffs that have been recognized by an experts’ committee will receive an invitation to the medical committee convening in the district health bureaus (Hebrew).
- For your information, the Health Bureau medical committees in the center, Tel Aviv, and Jerusalem are a joint committee convening at Shiba, Tel Hashomer Medical Center.
- Discussion at the committee
- The committee determines whether the plaintiffs have one of the diseases listed in Addition to the Law for Compensation of Scalp Ringworm Victims (Hebrew). If a qualifying disease is confirmed, the committee determines the corresponding disability percentage (Hebrew).
- For dependent claims, the committee determines whether the disease that caused the deceased's death is listed in the Addition to the Law. If so, the dependents will be eligible for compensation in accordance with Section 10 of the law (Hebrew).
- The committee’s decision
- The decision will be forwarded to the registration center, for update and review.
- A physician at the center will review the committee’s conduct and decision.
- Based on the review, the physician will either submit an institutional appeal or confirm the committee’s decision.
- The approved decision will then be sent to the plaintiffs or their representatives, as well as the National Insurance Institute (if a 5% disability percentage or higher is determined).
- For your information, individuals who have not been residing continuously in Israel can only file a request to convene a medical committee after 24 months from the date of their return to the country. They must also include a confirmation of their return date from the National Insurance Institute.
- Individuals with a 90% disability percentage or higher can apply to the Israel Tax Authority Medical Committee to claim their tax benefits.
- You have 60 days from the date the center sends the decision to file an appeal with the National Center for Compensation of Scalp Ringworm Victims (Hebrew).
- The appeal letter must include the relevant medical documents.
- Appeals must address the medical condition previously presented to the committee. New developments or deterioration in your condition after the committee’s review cannot be grounds for an appeal.
- Plaintiffs or their power of attorney representatives will receive an invitation to appear before the Medical Committee for Appeals (upper level), convening at the Sheba Medical Center compound in Tel Hashomer only.
- The decision of the Committee for Appeals is sent to the plaintiffs or their power of attorney representatives, as well as the National Insurance Institute, if a 5% disability percentage or higher is determined.
- Payments are made by the National Insurance Institute.
- Payments will be transferred to the plaintiffs' bank accounts only.
- The compensation is not connected to other benefits that are paid by the National Insurance Institute.
