Evaluation of Academic Degrees and Certificates from Abroad
The evaluation service allows for recognition of academic degrees from institutions of higher education abroad and from branches of foreign higher education institutions operating in Israel.
The Department for Evaluation of Academic Degrees from Abroad at the Ministry of Aliyah and Integration is authorized as the official body in Israel for evaluating certificates, diplomas, and academic degrees of new immigrants who completed their studies at institutions of higher education abroad. This evaluation compares the foreign degree to equivalent academic degrees awarded by recognized academic institutions in Israel.
The department deals with degrees awarded both from higher education institutions abroad and from satellite campuses of foreign higher education institutions operating in Israel (with licenses from the Council for Higher Education, after all legal requirements were met). The evaluation is performed according to norms and rules established by the Ministry of Education, the Civil Service Commission, and the Supervisor of Salaries at the Treasury, based on international conventions and agreements between countries.

The Department for Evaluation of Academic Degrees from Abroad at the Ministry of Aliyah and Integration is the authorized body in the State of Israel for evaluating academic degrees of Olim who graduated from higher education institutions in foreign countries, for the purpose of salary ranking in the public sector.
The degree evaluation process is designed to facilitate the quick and optimal integration of Olim, allowing you to understand the academic value of your education for your professional integration into the job market in Israel and advancement in your career path – in line with your training and skills.
To obtain employment in the Israeli job market in the public sector, you will need to present an evaluation certificate for your academic degree. Presenting the degree evaluation is required as a condition for recognition of your studies abroad, in two main respects:
- For determining the academic salary ranking according to Israeli standards, especially in governmental and public systems such as municipalities, government ministries, government companies, etc.
- For access to tenders in the public service.
To evaluate your academic degree, enter your personal area on the Ministry of Aliyah and Integration website. When submitting the online request, you will need to attach the relevant certificates and documents.

- The next stage involves a professional examination of the academic documents you uploaded.
- After reviewing the documents, if your request is approved, an official certificate of degree evaluation will be issued to you.
How to submit documents:
You must ensure that all documents submitted in the online system have the "certified true copy" stamp by an Israeli lawyer on each page.
List of documents for evaluating a Bachelor's degree
Required documents:
- Israeli citizens or residents - an authorized copy of your ID card including father's name, bearing the "certified true copy" stamp by an Israeli attorney or the Ministry (biometric ID cards should be photographed on both sides).
- Bachelor's degree diploma
- Official transcript including academic credit points and years of study for the Bachelor's degree
Optional documents:

- Authorization from the Ministry of Interior regarding change of first name or last name - as needed
- Confirmation from the Population and Immigration Authority concerning departures abroad during the study period (authorization of non-presence in Israel throughout the study period)תעודת בגרות (לא חל על מי שלמד לפני העלייה, לדוגמה: סיים לימודי תיכון בישראל ולאחריהם נסע ללמוד בחו"ל)
- High school matriculation diploma (not applicable to those who studied prior to Aliyah, for example: completed high school in Israel and then went to study abroad)
- Official transcript of previous studies including academic credit points and years of study (for those who received exemption from the Bachelor's degree due to previous studies)
- For those studying in satellite campuses - all documents detailed above plus an affidavit signed by an attorney.
- For distance learning students - a questionnaire and affidavit signed by an attorney, for those who began studying before August 2000 / after August 2000 / after May 2005.
- Authorization of change in the name of the institution where you studied - as needed.
List of documents for evaluating a Master's degree
Required documents:
- Israeli citizens or residents - an authorized copy of your ID card including father's name, bearing the "certified true copy" stamp by an Israeli attorney or the Ministry (biometric ID cards should be photographed on both sides).
- Documents for Bachelor's degree:
- Those with an evaluation certificate (equivalence) of a Bachelor's degree from abroad must provide the certificate.
- Those with a degree from abroad without an evaluation certificate (equivalence) must also submit a request for evaluation (equivalence) of a Bachelor's degree (see list of documents for evaluating a Bachelor's degree).
- Master's degree diploma
- Official transcript including academic credit points and years of study for the Master's degree.

- Documents for a Bachelor’s degree:
- Anyone with a Bachelor’s degree from Israel should present a diploma of the Israeli degree.
- Anyone with an evaluation (equivalency) confirmation of a Bachelor’s degree from abroad should present the evaluation (equivalency) confirmation.
- Anyone with a degree from abroad without an evaluation (equivalency) confirmation should also submit a request for evaluation (equivalency) of a Bachelor’s degree (see list of documents for evaluation of a Bachelor’s degree).
- Documents for a Master’s degree:
- Anyone with a Master’s degree from Israel should present a diploma of the Israeli degree.
Anyone with an evaluation (equivalency) confirmation of a Master’s degree from abroad should present the evaluation (equivalency) confirmation.
Anyone with a Master’s degree from abroad without an evaluation (equivalency) confirmation should also submit a request for evaluation (equivalency) of a Master’s degree (see list of documents for evaluation of a Master’s degree).
- Anyone with a Master’s degree from Israel should present a diploma of the Israeli degree.
- Additional documents:
- Anyone who is not an Israeli citizen or resident – ID card/passport with a valid work permit for at least half a year. Anyone who is an Israeli citizen or resident – a copy of ID card bearing a "true copy" stamp and certified by an Israeli attorney or advisor from the Ministry of Aliyah and Integration. (Biometric ID must be photocopied from both sides).
- Oleh or returning resident certificate
- Confirmation of change of first name or family name – as needed
- Confirmation from the Ministry of Interior regarding trips abroad during the study period (for Israelis, temporary residents, returning residents, tourists with work permits in Israel, and olim who studied after their Aliyah)
- Doctoral degree diploma
- Transcript detailing courses and exams – for those who have them
- Documents attesting to entrance exams – for those who have them
- Protocol of doctoral dissertation defense
- Official document from the institution detailing the names and roles of defense committee members (including external reviewers)
- Confirmation of the number of years of study for the degree including exact dates
- Doctoral degree questionnaire and affidavit signed by an attorney
- Doctoral dissertation
- If the doctoral dissertation is not written in English or Hebrew, the applicant must submit a comprehensive abstract that includes a complete translation into English or Hebrew of the introduction chapter, methodology, and findings and conclusions chapter. The bibliography must be attached in full in the original language.
- In accordance with the rules for evaluation (equivalency) of doctoral degrees from abroad from May 2005, applicants for evaluation (equivalency) of a doctoral degree must be interviewed before an expert committee as a condition for receiving evaluation (equivalency) confirmation.
- Affidavit to be completed by a new oleh/holder of work permit in Israel who fled from Ukraine during the Russia-Ukraine war of 2022 due to danger, without having the necessary documents in their possession, thus preventing them from presenting them to the department to support their request for evaluation: Affidavit in: תצהיר בעברית | Декларація | Декларация | Affidavit in English
Those with a Doctoral degree who wish to evaluate their degree - must submit three separate requests, one for each degree.
