Consular Registration of a Child Born Abroad to Israeli Citizens
This service enables parents who are Israeli citizens living abroad, to register a child born abroad at one of the Israeli missions located throughout the world.
Israeli citizens with children born abroad are obligated to register them within 30 days of birth.
In cases where one parent is not an Israeli citizen, it is imperative to contact the nearest Israeli embassy for specific guidance, prior to initiating the registration process.
Requirements for Service Provision
- This service is available to Israeli citizen parents seeking to register their children born abroad.
- The personal attendance of both parents is obligatory. However, should both parents be Israeli citizens and their marriage duly recorded within the Israeli Population Registry, the presence of one parent shall suffice.
- When submitting an application solely for the registration of a child under the age of 18, without a concurrent application for a passport, the presence of the minor is not mandated.
Required Documents
- Valid passport or ID card of the applicant parent.
- Valid passport or ID card of the spouse.
- Foreign passport of the newborn, if applicable.
- Passport of the parent in which the newborn is registered, if applicable.
- Original and authenticated birth certificate.
The birth certificate must be duly authenticated:
- If issued by a governmental or official body in a signatory nation of the Apostille Convention, an Apostille certification is requisite.
- If issued by a governmental or official body in a non-signatory nation of the Apostille Convention, authentication through a chain of signatures, as per the prevailing local protocol, is necessary (consultation with the relevant Israeli mission is advised).
- Translation: For birth certificates not issued in Hebrew, English, or Arabic - a notarized Hebrew translation, inclusive of a notarized translator's affidavit, is required (The translation must include the translator's affidavit certified by a notary).
- Documentation confirming maternal identity, such as a birth certificate from the maternity hospital, a postnatal discharge summary, or prenatal monitoring records from the third trimester onwards, ect.
- In certain cases where the father is an Israeli citizen - substantiating evidence of a relationship with the mother of at least one year prior to the child's birth is mandatory.
- In instances of evidentiary insufficiency - a judicial ruling from a competent Israeli court, establishing paternity or maternity as applicable, will be required.
The service is provided free of charge
The 'Notification of Birth of an Israeli Citizen Abroad' form shall be printed, completed manually and presented, accompanied by the requisite documentation, at the nearest Israeli diplomatic mission.
- It shall be noted that, in certain cases, approval from the Israel Population and Immigration Authority shall be obtained prior to the execution of the registration process.
- Furthermore, submission of supplementary documentation may be required under specific circumstances.
