Request for Tuition Discount Exception – Recognized Daycare, Family Care, or After-School Program (2024–2025)
This service allows parents to submit an online request for state assistance and participation in tuition fees due to exceptional circumstances. The request can only be submitted after applying for a subsidy level and completing the processing of that request.
Who is Eligible to Submit the Application
The application can only be submitted by individuals who belong to one of the groups defined in the Exceptions Committee Procedure:
- A parent who does not meet the requirements of the support tests due to complex social or medical circumstances involving a family member (parents or children of the nuclear family unit only) as specified in the procedure.
- Parents who meet the requirements of the support tests and have exceptional medical expenses that may be deducted from the total income due to the illness of a family members (parents or children of the nuclear family unit only), as specified in the procedure.
1. A parent receiving unemployment benefits from National Insurance in an amount exceeding 2,100 NIS per month.
2. A parent receiving income support.
3. A disabled parent receiving a disability allowance from a government agency due to his disability.
4. Update of the eligibility level following a decrease in income, but still meeting the requirements of the support tests.
5. A parent paying child support.
What should be attached to the application
- Pay slips for full and consecutive months of work (prior to the circumstances for which the exception is requested), close to the date of application submission.
- Medical certificates confirming the medical circumstances described in the application, issued by a professional specialist. If the medical condition impacts the scope of employment, a certificate from an occupational physician must also be included.
References from official bodies supporting the circumstances described in the application, or alternatively, a social report signed by a social worker from a local authority or from any other official body, confirming the circumstances outlined in the application.
- Any other document relevant to determining eligibility.
- For an application for retroactive subsidy following the Iron Swords War, for those eligible under law, a document must be attached to attest belonging to the eligible population. For further details and the list of eligible individuals.
How to submit the application
- The application must be submitted using an online form along with all required documents.
- Applications submitted after the application deadline or applications submitted other than using the online form will not be processed
- Applications can be submitted to the Exceptions Committee in 2025 only during the school year, meaning:
- An application for a child who is staying in a daycare or a home-based daycare until 31.08.2025.
- An application for a child staying in after-school child care until 30.06.2025.
Notes
- Submitting documents to the Exceptions Committee does not exempt the requirement to complete documents for determining a permanent subsidy level through the 'Idkunet' service center.
- Before submitting the application, the Exceptions Committee procedure must be reviewed.
