Pursuant to the Plant Protection Regulations (Arrangement of Import and Sale of Chemical Preparations) (Amendment) 5762 - 2001, it is possisble to import plant protection preparations in a parallel track, with respect to preparations that have been registered for over 5 years. That is, carrying out an import procedure without the need for a full registration and licensing process.
The procedure includes two steps:

Submitting the Application

Preparing to Submit the Application
It is the importers' responsibility to bring, to the Plant Protection Offices, a sample of the pesticide product cleared from the port, for registration and identification.
After registration, importers are required to take the sample to the composition testing laboratory, after which it will be transferred to the laboratory to test the composition and the integrity of the product.

Submitting the Application

This service allows any organization or individual wishing to import plant products into Israel to submit an online application for an import license and a request for the clearing of plant products at ports of entry into Israel through the "Ye’elah" system.

Cost of the Service
Importers (organizations and individuals) are required to pay a fee for both applications, as part of submitting the application.
How to submit the application
You must register as a user to the Ye’elah System.
An organization must be established in the "Ye'elah" system (if the organization does not exist), or the applicant can request to belong to an organization that is interested in importing the produce that has already been established in the system. In the case of an individual, the association will be "a private business customer" and there is no need to establish a new organization.
