Filing an Appeal with the National Labor Court
This service is intended for parties to a case that was conducted before a Regional Labor Court, who wish to appeal a judgment before the National Labor Court.
It is possible to file an appeal against a judgment of a Regional Labor Court before the National Labor Court, in accordance with the law, including, among others, in the following matters, without the need to obtain permission:
- Severance pay
- Breach of contract
- Non-pecuniary damage
- Sexual harassment
- Professional organizational treatment
- Class action
- Provident funds
- Pensions and pension funds
- National health insurance
The appeal must be filed within 30 days from the date on which the appellants received the judgment (unless otherwise provided by law).
- A copy of the judgment issued by the Regional Labor Court.
- It is necessary to provide full details of the parties, including:
- Identification number or corporate number.
- Email address.
- Mobile phone number.
- A full address must be provided (a P.O. box is not considered a valid address for service of legal documents).
- The number of copies required is specified in the table of case types and fee calculation at the National Labor Court. (Hebrew)
- Filing an appeal requires payment of a fee, as specified in the case types and fees in the Labor Courts system page, using the link to the National Labor Court page – Types of Cases and Calculation of Fees, according to the categories appearing in the table under the sections: LabA, PtrR., and LCA.
- It is possible to submit a request for exemption from paying the fee due to financial inability.
Filing the appeal
The appeal form should be downloaded to the computer, printed, completed and submitted in the required number of copies (see details on the fees table).
Fee
- A fee must be paid as detailed in the 'Payment for the Service' section.
- The receipt must be attached to the appeal.
The appeal may be filed in one of the following ways:
Online – for attorneys only – via Net HaMishpat
- The appeal may be filed on the Net HaMishpat website, by logging in using the National Identification System or a smart card.

Registered mail
- The appeal may be sent by registered mail to the National Labor Court together with the receipt for payment of the fee.
- In order to obtain a payment voucher, it is necessary to go to the public reception desks of the Labor Courts.
Filing appendices with the appeal
The appendices must be attached to the appeal and submitted together with it.
Filing at the Labor Court in person
- The appeal may be filed at the public reception desk of the Secretariat of the National Labor Court.
- Parties not represented by an attorney may file the appeal at any Labor Court in Israel (including the National Labor Court).
- In some Regional Labor Courts, there are volunteer stations providing technical assistance in completing forms.
Fax
It is not possible to file the appeal by fax.
Stage of service of process
- The meaning of the term 'service of process' is delivery of documents in accordance with the law, including confirmation that they were received.
- Upon receipt of the statement of appeal at the National Labor Court, a copy will be served on the respondents as follows:
- If the appellants are represented by an attorney – they are responsible for serving the statement of appeal on the respondents.
- If the appellants are not represented by an attorney – the Secretariat of the Regional Labor Court will serve the statement of appeal on the respondents.
The following are the ways to track the case:
At the end of filing the appeal, a confirmation number (reference) will be received, by means of which it is possible to track the processing of the case and obtain the case number in two ways:
- In the 'My Filings' tab
- It is possible to view the most recent filings, their confirmation numbers and their processing status.
- It is necessary to check the status of processing the appeal.
- This may be done after the end of the business day following the day on which the form was filed.
- On the top bar of the website, in the 'Filings' tab
- Clicking on the tab will open a window in which 'Locate Filings by Reference Number' should be selected. Enter the reference number in the designated space and click the 'Search' button on the bottom left of the page.
- The status of processing the filing will be displayed. It is necessary to check the status of processing the appeal.
- This may be done after the end of the next business day. The case number will appear there:
- Using the case number, the file may be accessed – by clicking on the number.
- After entering the file, the folders in it will appear on the right side.
- At the end of filing, a confirmation number (reference) will be received, with which it will be possible to check the progress of processing the appeal.
- It is possible to check whether notices or rulings have been issued in the case via Net HaMishpat logging into which may be done using the National Identification System or a smart card. On the top bar of the website it is required to enter the case number and click 'Search' to view it.
- If the case number is not known or forgotten, use 'Locate Cases' tab, select 'My Cases' and enter a date range. A list of cases will be obtained, from which it is required to select the correct case.
- After entering the case, folders will appear on the right side. Open the 'Paper File' folder to view all documents and rulings in the case.
- It is necessary to track the arrival of the mail and wait until the end of the next business day of its receipt to check the processing of the appeal. Then it will be possible to track the progress of processing on Net HaMishpat as follows:
- If an email address was updated in the appeal, notifications from the Labor Court will be received there.
- To read the notices, click the link in them which leads to Net HaMishpat.
- Log into it using the National Identification System.
- An envelope icon next to the ID number, clicking on it will display messages from the Court.
- Another way to check the status of processing on Net HaMishpat after login using national identification:
- Click on the tab "Locate Cases' and select 'My Cases".
- Then enter a date range for the search.
- A list will be obtained from which it will be possible to select the correct case, and then reviewing it will be possible, and check whether messages were received in it.
