Health Care for People Without Legal Status
This service provides information on receiving medical and health care at a health maintenance organization (HMO) for people who have no legal status in Israel.
Who is Eligible for Health Care
Minors Under 18
Minors are eligible for health care if they meet one of the following conditions:
- Minors whose parents are from countries not included in the removal agreement (Eritrea, Sudan, and Ukraine are included)
- Minors born in Israel to a mother who is a foreign worker with a valid Israeli work permit
- Other minors—see full details in the regulations (Hebrew)
Adults 60 and Over
- Adults 60 and over who arrived in Israel from countries not included in the removal agreement (Eritrea, Sudan, and Ukraine are included)
Who is Not Eligible for HMO Health Care
- People aged 18–60
- Adults 60 and over from countries included in the removal agreement (i.e., not Eritrea, Sudan, or Ukraine)
- Minors whose parents are from countries included in the removal agreement, and whose mother is not a foreign worker with a valid work permit
Where to Receive Health Care
Health care is available at all Leumit Health Maintenance Organization branches nationwide.
How to Register for Health Care
Registration must be done in person at a Leumit HMO branch.
There is a waiting period of several months, during which only limited healthcare services are provided.
Required Documents
Minors Under 18
- Parents’ residence permits (visas) or passports
- For infants born in Israel—a copy of the birth certificate (contact the Population and Immigration Authority)
- Parents’ residence permits
Adults 60 and Over
- Passport or residence permit
Health Insurance for People Who Are Not Eligible
- Employed people have health insurance through their employers
- Unemployed people must obtain private insurance
