Claim reimbursement for healthcare services after establishing residency
If you paid for health services before you were a HMO (kupat holim) member, you can get reimbursed if you have since become an Israeli resident.
If you've retroactively recognized by the National Insurance Institute (NII)as an Israeli resident, you can get reimbursed for health services that you paid for when you weren't a member of an HMO, if they're included in the health basket.
Reimbursements are granted subject to Paragraph 3A (e) of the National Health Insurance Law (Hebrew).
Who can apply
You can get reimbursed if you've been retroactively recognized as an Israeli resident by the National Insurance Institute.
The service is provided free of charge.
What documents do you need to submit with your claim?
- A detailed list of the medical services you received. The list should include the name of the medical facility, the date of service, and the cost.
- For each service (including medications and tests) that you are claiming reimbursement for, you must include:
- A medical history record with a brief overview of your medical condition, the recommended treatment, and the services you received.
- If the service was provided in a hospital, please include an invoice or bill that has the service code from the Ministry of Health's price list, see an example of an invoice with the service code (called Ministry of Health Code) in Hebrew
- Copies of receipts for payments made for the services. If you have not yet paid for the service, you must submit a document from the service provider that includes the amount owed and the service code from the Ministry of Health's price list.
Submit a reimbursement claim for each person separately.
- Proof of bank account maintenance, signed by the bank or a photocopy of a bank check.
- Copy of Returning Resident Visa and proof of payment for the special fee (redeem waiting period) if there was a returning resident prior to receiving medical services.
- Copy of power of attorney if the applicants are attorneys or individuals acting on behalf of the applicants.
- Copy of immigrant visa or immigrant certificate if there was a new immigrant prior to receiving the service.
- Copy of guardianship order for a ward (a person assigned a legal guardian). In case of multiple wards, a separate form must be completed for each ward.
- Copy of inheritance order or probate order if the recipient of the medical service has deceased.
- National Insurance Institute record of residency status.

How will the reimbursement be made
- The NII will pay the refund you directly if you've paid for the service
- If you haven't paid yet, the NII will pay your health service provider.
- Reimbursement is for health basket services and according to The Ministry of Health fees chart (Heb).
- You'll be notified if your application has been denied if you are found not eligible.
