SHARAV - the International Social Service of Israel - handles cross-border welfare cases involving Israel and other countries. We provide coordination, support, and professional guidance to help resolve complex situations effectively.
Who may refer a case to SHARAV
You may refer a case to SHARAV if your situation involves both Israel and another country and if you are:
- An Israeli citizen in Israel or abroad
- A tourist in Israel
- A holder of an Israeli residence visa
- Living in Israel without residential status
- A professional who would like to refer or consult regarding an international welfare case.
If you are already receiving services from local welfare authorities, your social worker may submit the application on your behalf.
Cost
Submitting an application is free of charge.
In some cases, additional handling fees may apply depending on the requirements of the country involved.
How to submit an online referral form
We recommend completing the form in one session. However, you may save your progress and return to it later if needed.
- Access the referral form using the Chrome browser
- Choose the type of referral:
- Private – if you are inquiring for yourself
- Professional – if you are referring as part of your professional position
- Select the purpose of your referral:
- Referral – to request assistance
- Consultation – to receive advice or guidance
- Complete the form, upload any required documents, and submit online
- You will receive an automatic confirmation email upon submission
- A SHARAV casework coordinator will contact you to discuss next steps, including the intervention plan, expected outcomes, and timelines
Important notes:
- You cannot switch between “Referral” and “Consultation” once you begin. Changing your selection will require restarting the form
- Fields marked with an asterisk (*) are mandatory
Key Terms Used in the Form
Beneficiary
The individual(s) receiving assistance.
- You may include more than one beneficiary
- Please provide details of all relevant immediate (nuclear) family members, listed from youngest to oldest
- Family relationships should be defined in relation to the youngest person (e.g., “child,” “father,” etc.)
- At least one complete individual profile is required to open a case
- Additional individuals can be added later
- Additional beneficiaries may also be submitted by email, though their details will not be recorded in the system
Engaged Person
An individual involved in the case who is not a welfare professional and not part of the immediate family.
Examples include extended family members or other relevant professionals.
- Immediate family members must be listed under “Beneficiaries”
- You may select “Unknown” if some details are unavailable

- Password-protected files cannot be processed through the online referral form.
