Apply to register or cancel a caveat
This service enables applicants to register or annul caveats regarding commitments to perform a transactions, refrain from performing a transactions, notes about the need for agreement, commitments as part of National Outline Plan 38.
- Caveats according to Paragraph 126 of the Land Law of 1969 regarding a commitment to perform a transaction. This type of caveat can also ba registered regarding a commitment to register a mortgage.
- Caveats according to Paragraph 126 of the Land Law of 1969 regarding refraining from performing a transaction.
- Caveats regarding the need for agreement according to Paragraph 128 of the Land Law of 1969.
- Caveats regarding a commitment regarding National Outline Plan 38.
- The cancellation of a caveat.
Only attorneys who are members of the Israel Bar Association and hold a smart card can apply online.

- The caveat registration application form according to Paragraphs 126 and 128 of the Land Law of 1969, signed by the ones making the commitment or the owners of the rights or both, authenticated by an attorney or accountant in a same manner as a bill of transaction.
- In cases where a corporation is party to the transaction, an attorney must confirm on the application that he has examined the corporation’s documents and that the application to register the caveat has been submitted appropriately and by the one who is authorized to do so in the name of the corporation.
- When those making the commitment are not the owners of the registered rights, written consent to the registration of the caveat, signed by the owners of the registered rights and authenticated by an attorney, must be included.
- In cases where the owner of the registered rights is a corporation, an attorney must also confirm that he has examined the corporation’s documents and that the consent was submitted properly by the one authorized to do so in the name of the corporation.
- A commitment is a written document (such as a contract or irrevocable power of attorney), either original or a copy confirmed as faithful to the original by an attorney.
- In a case where an application to register a caveat is signed only by the owner of the rights, you must include a photocopy of an ID of the ones making commitment. The photocopy must be confirmed as a copy faithful to the original.
- In cases where the owner of the rights is a corporation, the corporation’s registration certificate must be included.
- Confirmation of payment of the fee.
- Additional documents according to the circumstances, as the registrar shall require.
- The one submitting the casefile must also include the following:
- A photocopy of the applicant’s ID.
- A power of attorney or authorization for the one submitting the casefile, where a power of attorney exists.
Please note: You must verify and submit the documents for each case individually in accordance with the land ordinances and the registration procedures, and make certain that the information regarding the land and the identification information of all the parties are accurate and matching in the documents submitted for registration.

- An application to register a caveat, signed by all the parties to the commitment to perform a transaction or refrain from performing a transaction, or a commitment to perform a transaction as part of National Outline Plan 38. The application must be signed by all the parties (who are making the commitment, have the right to do so, or are the owners of the registered right in cases where those making the commitment are not the ones who own the right), and authenticated by an attorney as a bill of transaction is authenticated.
- In cases where a corporation is party to the transaction, an attorney must confirm on the application that he has examined the corporation’s documents and that the application to register the caveat has been submitted appropriately and by the one who is authorized to do so in the name of the corporation.
- When the application refers to a commitment regarding a property that has not yet been registered as a condominium, the description of the property must be provided according to the information that appears in the paragraph that refers only to it (Section 6 of the application).
- In cases where the owner of the rights is a corporation, the corporation’s registration certificate must be included.
- There is no need to include the document of commitment in the application.
- Confirmation of payment of the fee.
- Additional documents according to the circumstances, as the registrar shall require.
- The one submitting the casefile must also include the following:
- A photocopy of the applicant’s ID card.
- A power of attorney or authorization for the one submitting the casefile, where a power of attorney exists.

- An application to register a caveat due to a commitment to register a mortgage to the credit of a banking institution, with the consent of all the parties (issued by the bank). The application must be signed by all the owners of the rights and the one receiving the rights (the banking institution).
- In cases where the ones making the commitment are not the owners of the rights to the land, the signatures must be authenticated by an attorney as a bill of transaction is authenticated.
- Confirmation of payment of the fee.
- Additional documents in accordance with the circumstances, as the registrar shall require.
- The one submitting the application must also include the following:
- A photocopy of the applicant’s ID card.
- A power of attorney or authorization for the one submitting the casefile, where a power of attorney exists.

- A caveat cancellation application form, signed and authenticated by an attorney or an accountant as a bill of transaction is authenticated.
- The application must include documents proving the right of all those who signed the form, including the corporate documents as stated in Amendment 10, respectively.

- A photocopy of the applicant’s ID card.

Via the online service: Payment is made online as you complete the process, or by including a fee payment reference number.
When submitting the casefile at the Land Registration Bureau where the land is registered: You can pay the appropriate fee in one of the following ways:
- On the government payments website.
- At the payment stations at the bureaus.
- At the post office, with a payment stub that can be obtained at the bureaus.
Via online submission — recommended! (Only attorneys who are members of the Israel Bar Association and have smart cards may apply online.)
Submitting the casefile at the bureau office
You can submit the required documents to the bureau office of the Israel Land Registry where the property is registered in one of the following ways:
- By post.
- By bringing the casefile to the bureau office during business hours.
Find the address of the relevant bureau office by lot number or name of residential community.
Online application
Once the bureau office has handled the application, a document confirming the registration of the act or a rejection letter noting the reason for the rejection will be sent to the e-mail address provided in the application.
An application to the bureau office
- A working casefile will be opened once the application has been received at the relevant Land Registry bureau office.
- Upon the conclusion of each stage of handling the casefile, a notification will be sent to the applicant by text message or e-mail.
- The documents will be examined, and if the application is found to be appropriate for registration, the act will be registered and documents confirming registration of the act will be sent to the applicant.
- If the documents submitted are found insufficient, the casefile will be rejected and returned to the applicant together with a rejection letter.
- Please note that most applications are usually handled immediately except for applications that are more complex.
