Preliminary Opinion Request for Business Licensing
This service allows for requesting a preliminary opinion to ensure compliance with sanitary requirements for business openings according to laws and regulations.
Before submitting a business license application, applicants must ensure compliance with all the laws and regulations. It is possible to request a preliminary opinion to assist with assessing the feasibility of opening a business. This opinion can help in decision-making and potentially save time and money if it is determined that a license cannot be obtained.
Requests for preliminary opinion (applications for an opinion) should be submitted to the licensing authority or the approval providers, according to Form 1 in the second addendum. The applicants must sign the form. Upon receiving a request for an opinion, the licensing authority or approval providers will issue written approval to the applicants on the request according to Form 1.

How to pay with the payment slip?
After receiving the payment slip from one of the health bureaus (Hebrew), payments can be made using one of the following methods:
- In the Ministry of Health’s Finance Department.
- At the Postal Bank.
- By telephone at the Ministry of Health hotline.
Print the opinion application form (Hebrew) and fill it out. Attach the required documents and submit them to the health bureau (Hebrew) in the district where the business will be opened in one of the following ways:
- In person: Visit the office in person and submit the application.
- By mail: Send the application by mail with the required documents.
- The Ministry of Health Professionals will review the application and send the applicants a written opinion.
- A copy of the opinion will also be sent to the local authority in the area where the business is due to open.
- The environmental health department in the district health bureau will provide the preliminary opinion.
- In some cases, the health bureau’s physicians may issue an opinion.
The opinion will be issued within 30 to 60 days from the date of application submission or from the submission of additional documents (if required).
