Apply for an entry permit for foreign nationals during the coronavirus period (permit to board flights)
Israeli citizens and permanent residents, companies and non-profit organizations can apply for an entry permit for foreign nationals who are not from maximum risk countries to enter Israel during the coronavirus restrictions.

You need to be in Israel when applying.
What you need
Complete the details of the person you are applying for and attach the required documents.
If you’re applying for more than one person, attach all the required documents as a single file.
Attach to your application:
- the completed and signed application for entry visa to Israel
- a passport photo
- a letter of explanation, except when inviting family
- documents showing your connection to the person you’re inviting - business or personal
- an isolation declaration form, signed by the person you're inviting
- confirmation of vaccination or recovery from coronavirus
- medical insurance that covers coronavirus
- if the person you are applying for is family, also attach proof of first-degree relationship, for example, a birth or marriage certificate
If the person you are applying for is an expert, athlete, or artist, also attach:
- a letter of recommendation from the Director General of the Ministry of Culture and Sports - required for athletes and artists
- your authorized dealer certificate
- for experts or athletes invited for over 45 days or artists invited for over 30 days, attach a work permit

Complete the online application, attach the required documents and submit.
What happens next
- After applying, you’ll get an email confirmation.
- The application will be forwarded to the handling bureau in the area of your residence.
- If approved, you’ll be emailed a flight boarding permit.
