Obtaining a Driver’s License
This service provides information on obtaining a driver’s license for the first time as well as on change or addition of a class to an existing license.
Before completing the application form
- Review the Driver’s License Permits and Classes Database and confirm compliance with the conditions for application: minimum age, required classes and permits, required declarations, medical examinations, etc.
- To complete the declaration as required, you must have a mobile phone device, through which you will receive text or voice messages to verify personal details and confirm steps in the process.
- Make sure that the applicant’s name is updated in English in the Population and Immigration Authority.
- If there is a restriction on the license, a license of another class cannot be obtained.
- Schedule an appointment at the licensing bureau to remove the restriction.

Application for Obtaining a Driver’s License
- Complete personal details and contact information
- Choose the driver’s license class
- Complete the medical declaration:
- A positive response in the medical declaration does not necessarily result in an automatic rejection of the application.
- In certain cases, medical documents must be attached to the medical declaration.
- The medical declaration is valid for 5 years.
- Inform the licensing authority of any change in medical condition (heart disease, impairments in the nervous system, skeletal system, vision, hearing).
- The licensing authority may refuse, freeze or fail to renew a driver’s license for which a declaration was issued that includes false or misleading information.
- An appeal may be filed for an application that was rejected.
- Submit to one of the licensing branches in the country by scheduling an appointment in advance and request to reopen the application for a driver’s license.
- Then complete the online application form and attach the updated medical documents indicating competency to drive.
Once the application is sent, a copy of the form will be sent to teh email and telephone number of the applicant that allows immediate access to perform vision tests and generate images at the photo station.
- You must arrive at one of the Licensing Offices across the country with your original passport and a valid stay permit.
- The Licensing Office will issue a fictitious identification number starting with the digits 89.
- Once this ID number is issued, you may proceed to fill out an application for a driving license.
A foreign worker who does not yet have an "89 number" can schedule an appointment in advance at a Licensing Office by providing the ID number of the nursing care patient they are assisting.
- Go to one of the photo stations with an ID or passport.
Minors under the age of 16 will approach the photo station accompanied by one parent, with the parent’s ID including the rider. - A vision test will be performed by a licensed optometrist for the Licensing Authority to examine visual competency for driving a vehicle and based on the class of license being requested.

- Payment for the vision test should be made at the photo station
- The photo will appear on the driver’s license and will be saved in the Ministry of Transport database.
- Applicants will receive notice inviting them to register for the theory test, notice if they are not competence, or notice that decision has not yet been made regarding their application, will receive a notice specifying the status of the application.
Drivers interested in adding a class will receive a text message of their eligibility for an exemption from the theory was updated and they can begin the practical driving studies.
You can begin learning to drive once you have completed all medical tests and after you received an SMS confirming completion of the process.

Test structure
- The theory tests is 40 minutes.
- The test will be taken on a computer
- The theory test is made up of 30 multiple-choice questions (“American Test”) with each question having only one possible answer
- The questions are randomly selected from a database of 1200 questions.
- The questions database is periodically updated.
- Applicants who answered 26 out of 30 questions correctly have successfully passed the theory test

What to bring to the test
- An ID or passport.
Minors under the age of 16 must bring an ID of one of their parents, including the rider, or a valid Israeli passport. - Confirmations indicating pedagogical adjustments, if any.
Test results are received immediately upon completion. Applicants receive the answer sheet including marking of questions they got wrong.
Written or oral exams can be taken, a condition of passing and duration of the test are identical to a typical test.
Filing an appeal
- An appeal may be filed regarding the results of the theory test, within 7 days from the date of the test
- The appeal was sent to the National Theory Committee headed by the National Driving Instruction Supervisor
- The response will be emailed to the party filing the appeal
- Pupils participating in a traffic education program in schools who are aged 15-and-a-half and older can take the theory test as part of school.
- Once the test is passed, complete an online form to obtain a driver’s license, and wait to receive a text with an explanation on continuing the process.
The Ministry of Transport system is automatically updated every year (at the end of July) with pupil data.

Registration for driving school
The registration process is carried out by driving instructors by registering the ID details in the school system: full name, personal telephone number, requested class of license, name of the instructor and number of the driving instruction vehicle.
Once registered, notice confirming registration will be sent. Without registering in the system, it will not be possible to schedule a practical driving test at the appropriate time.
Switching a driving instructor
- A driving instructor and school can be replaced at any stage by registering the new school.
- Once registered in a new school, a notice will be sent that contains a verification code.
- The code must be sent to the new instructor for confirmation.
Internal test
To take an internal test, a minimum number of lessons must be completed based on the type of license being requested (for example: for a private car license, a minimum of 28 lessons must be completed).
Every pupil advances at their own pace, and based on the driving instruction philosophy of their driving instructor.
For most pupils, the minimum number of lessons required is not enough to take the internal test, followed by the practical test, so trust the discretion of the driving instructor regarding the right time to take the practical test.

Before the internal test is taken, the test fee must be paid in one of the following methods:
- Online
- Self-service stations
The application to take practical tests is submitted by the driving school through the test scheduling center in at one of the two operating companies.
To schedule a practical driving test, the following conditions must be met:
- Completion of the minimum number of lessons based on the requested class of license.
- Successful passing of the internal practical driving test
- Payment of the fee:
- Practical test fee - can be paid digitally or at an Israeli post office.
- Payment for the vehicle test station that does not exceed NIS 229 for a private vehicle (regulated price) will be made directly to the driving instructor.
The practical test date will be determined based on the SLA, notice of the test date will be sent to candidates.
Come to the test with the driving instructor at least 10 minutes before the test time.
A driving instructor can join the practical test (as long as there is room in the car).
What to bring to the test
- ID card, passport or driver’s license
- Confirmation of payment of the fee
- Eyeglasses or contact lenses, if necessary
In the practical test
- The driving examiner will identify the candidates based on their personal details
- The test is generally performed with the vehicle used during the driving lessons
- The test is documented on film and is recorded
- The test route is randomly selected
- The duration of the test will be determined based on the requested license class.

Candidates will receive notice of the test results no later than 24 hours from the end of the test.
Filing an appeal
- An appeal may be filed within 7 business days.
- The review of the appeal will involve viewing the test film.
- The appellants will mention the points of disagreement based on the exact time in the film.
- The results of the appeal are pass or fail.
In extremely unusual circumstances, the head of the Licensing Authority will decide on a repeat test.
The driver’s license fee must be paid in one of the following ways:
The driver’s permit becomes valid, and a vehicle may be driven only after the fee has been paid.
Candidates will receive a temporary driver’s license (if there are no restrictions) no later than 72 hours from the end of the test.
The permanent driver’s license will be sent to the updated address in the Population Authority.
A license holder of a certain class who took out a license of an additional class will wait for notification on how to add the class.
License details can be viewed: validity of the driver’s license, driver’s license number, date of license issue, copy of the driver’s license for printout and list of active classes (driver classes for private vehicle, motorcycles and classes for professional vehicles, not including driver permits). at the personal area and at the self-service station.
At the same time, the status of the application can be viewed, information and documents can be obtained in the personal area of the Medical Institute for Road Safety (known by its Hebrew acronym MARBAD)
New drivers who have committed traffic violations, or violations from the Third Addendum, and who have not had their license revoked for 3 or more months:
- License renewal requires the driver to undergo the theoretical test once again for the highest license category the driver possesses. The test must be taken at one of the testing centers on the list.
- After passing the test successfully, and provided there is nothing to prevent it, the license can be renewed after 48 hours. Payment for the renewal must be made using one of the following methods:
- Online on the website
- Through the telephone hotline: *5678
- At the self-service counters
- Make sure you always drive only with a valid driving license.
- After completing the license renewal, the license will be considered to be a new driver’s license for two more years.
New drivers as detailed in the previous section, who have obtained their license before January 1, 2019
- To have the driving license renewed, fill in the Driving License Application Form and select the “Add Driving License for Category” option.
- You must then undergo the theoretical test once more for the highest category at one of the testing centers on the list.
- After passing the test successfully, and provided there is nothing to prevent it, the license can be renewed after 48 hours. Payment for the renewal must be made using one of the following methods:

- At the self-service counters
- Make sure you always drive only with a valid driving license.
- After completing the license renewal, the license will be considered to be a new driver’s license for two more years.
New drivers whose license has been revoked for a period of more than 3 months and who are required to appear before a Licensing Office:
- Following revocation of the license, go to the Licensing Office nearest to your home with the following original court documents:
- The indictment.
- Certificate of surrender of driving license.
- The court ruling.
- To go to the Licensing Office, you are required to schedule your appointment in advance.
Drivers with an A5 permit must appear at the Licensing Office:
- According to the existing information in the Licensing Authority’s registers, after having committed traffic violations, you are required to go to your nearest Licensing Office.
- To go to the Licensing Office, you are required to schedule your appointment in advance.
