Applications to the Frequencies Committee
This service provides information and makes it possible to submit an application to the Frequency Committee for the notification and the allocation of frequencies.
The Frequency Committee – the Committee for Frequency Notification and Frequency Allocation established pursuant to Section 5 e of the Wireless Telegraph Ordinance [New Version], 5732 - 1972.
The Supreme Frequencies Committee – the Supreme Frequencies Committee established pursuant to Section 51 b of the Wireless Telegraph Ordinance [New Version], 5732 - 1972.
Frequency Committee – designation of a field of radio frequencies for various uses and services.
Allocation of Frequencies – permission to use a radio frequency, including where it is used and the specification of the transmission power.
Wireless device – a system, mechanism, device, facility, equipment, or other accessories that use a radio frequency for wireless telegraphy, or are designated for use as stated, or have a component that uses or which is intended to be used, as stated.
Functions and Authority of the Committee
- The functions of the Frequency Committee, according to section 5 e of the Ordinance, are the notification and the allocation of frequencies.
- According to Section 5 f of the Ordinance, the Committee must exercise its powers pursuant to the Ordinance, including regarding the change or cancellation of the notification and the allocation of frequencies or the terms and conditions of the allocation, in accordance with Government policy and taking into account, inter alia, the following:
- Consumers, including the Government Ministries, the security forces and the civilian sector, with regard to the use of radio frequencies, in routine times and in times of emergency, including future needs – inter alia considering technological developments and global and regional regulatory trends.
- Effective utilization of radio frequencies from the technological engineering aspect.
- Prevention of disruptions and interference with the operation of legally operating wireless devices.
- The provisions of the constitution, convention and radio regulations of the International Telecommunications Union (ITU), and any other international agreement on radio frequencies to which Israel is a party.
- The considerations specified in Section 4 (b) of the Communications (Telephony and Broadcasting) Law, 5742 - 1982, mutatis mutandis, [Government policy in the field of telephony; considerations in the public interest; suitability of the license applicants to carry out the telephony operations and to provide the telephony services for which they are applying for a license; the contribution of granting the license to competition in the telephony field and the level of services therein.]
- The Committee will act, inter alia, to coordinate the activity of wireless devices operating legally, in times of routine and in times of emergency.
- According to the provisions of Section 5 d of the Ordinance, the use of radio frequency by a person, the state and its institutions will be solely in accordance with the frequency notification and according to the allocation issued by the Frequency Committee, and according to the ways of utilizing the frequency and the manner of use thereof, as stipulated in the terms and conditions of the allocation.
Who can Submit a Project
Consumers – including the Government Ministries, the security forces and the civilian sector, with regard to the use of radio frequencies, in times of routine and in times of emergency, including future needs – inter alia considering technological developments and global and regional regulatory trends.
The Cost of the Service
- Submitting an application to the Frequency Committee is exempt from a fee.
- Allocation of a frequency may involve a license or a fee according to the provisions of the Wireless Telegraph (Licenses, Certificates and Fees) Ordinance or Regulations, 5747 - 1987.
