The Division deals with regulatory procedures in the field of regulating professions. The main activity is in three principal areas:
1. Regulating new professions in the economy, that is, limiting occupation in legislation to professionals who are authorized to do so by law
From time to time, the need is raised, either by external parties or by the ministry, to regulate a new professional occupation in the economy. This regulation means establishing legally binding rules and norms regarding registration, recognition of degrees, licensing, etc., with the rule being compliance with the superseding clause of a fundamental law: freedom of occupation. Such a regulation sometimes limits the practice on the one hand and empowers the professionals on the other hand, due to the reputation arising from patronage under a rule of registration and licensing. A profession regulation procedure requires an examination of the effect of the regulation and its consequences. Examining the need for regulation and, if necessary, full regulation of a profession, is carried out using a methodology for profession regulation developed in the Division. 2. Examining the existing regulation in the field of regulating professions and adapting it to the changing needs of the economy, while maintaining the balance between the quality of the profession and public safety. The examination of the existing regulation anchored in laws and regulations is carried out through research works, surveys, business analysis and risk management in order to identify regulatory and bureaucratic barriers and act to remove them. In this framework, a review of the existing situation is carried out in conjunction with the changing needs of the economy and whilst doing so, the Division works to change the laws and regulations accordingly. The examination focuses on three central parts which need to correspond with each other:
- The study programs (academic, technological or professional training).
- The designation of the actions - the actions defined in the law/regulations.
- The needs of the economy
Whenever a gap is found between these parts, the Division is required to intervene and update according to the gap that was detected.
3. Examining the eligibility for registration and licensing in a professional register for professionals (authorized for it according to the relevant laws) and in the process, defining the policy and standard of the professions.The Division includes the departments dealing with registration and licensing procedures in professions such as registration and licensing of engineers and architects, registration of certified practical engineers and technicians, licensing of electricians, registration of payroll checkers and more. In addition, legislation is currently being formulated regarding the licensing of certified refrigeration and air conditioning technicians and licensed safety professionals for mass events. These units handle approximately 20,000 requests per year for registration, specialization and licensing in the professional registers and for conducting government licensing exams. In addition, the departments operate an array of expert committees and professional councils such as the Engineering and Architecture Council, the Electrical Professions Council and more.
