The Emergency Human Resources Division is responsible for minimizing the damage to the functional continuity of the vital economy in terms of human resources, by virtue of the Emergency Employment Service Law, 5727-1967..During calm times, dedicated authorities (government ministries) work to submit applications for the approval of essential establishments to an advisory committee, whose role is to examine and recommend the need for approval of an establishment as essential to the General Inspector of Human Resources.

Objectives, goals and vision
- During an emergency, the Division is responsible for operating a human resources arrangement in the essential establishments, with regard to:
- Recruiting and releasing the workers of the essential factories and/or factories, for providing essential services and human resources in the economy, through collective and/or individual orders
- "Ad hoc" approval of new essential factories
- Strengthening the economy with dedicated human resources in critical professions, from existing human resources pools and the employment service's pool of job seekers
- Activation of branch committees/'Reserve Coordination Committee' for special reserve service
