About
The Vocational Training & HR Development Division is a government branch for training vocational personnel with the aim of helping to reduce social gaps and increase the productivity of the employment economy in Israel.
Every year, the department trains and certifies tens of thousands of adults (18+ years old), by conducting vocational training in hundreds of study courses and in a variety of tracks, adapted to the needs of the economy, employers and the various populations. In addition, the Division provides educational frameworks and trains thousands of youth in the vocational schools scattered throughout the country. By using the dual training method, the framework is applied in a number of different operating and employment models in a variety of professions.
The vocational trainings take place in a variety of professional fields of study, including: construction and environment, hotels and culinary arts, electricity and electronics, information systems, ICT and cyber, education and care, mechanization, energy and advanced production systems, technologies for furniture design and production, autotech/autotronics, design and media, sports and rescue, management, marketing, finance and more.

The Division's vision
The Division leads and outlines the positioning of the profession as a cornerstone in the employment market, in accordance with the needs of the economy and employers, in order to increase productivity in the State of Israel. Furthermore, it enables and encourages the individual to realize and utilize his skills and abilities to the fullest, through a high-quality, relevant and up-to-date training system, based on the continuity of learning over the years, create professional accreditation, personal perspective and occupational and social mobility.
The goals of the Division
- The development of the human capital of the Israeli society, by building a professional, technological personnel infrastructure adapted to the economy, industry and employers, while relating to the changing trends in the Israeli economy.
- Help reducing the economic and social disparities in the Israeli economy, by increasing the labor force participation rate and the employment rate, while emphasizing an adequate holistic response.
- Determination of pedagogical infrastructure and professional standards. Regulating new professions and updating existing professions.
- Cooperation and contact with employers and professional unions in the training processes and the integration of students in employment.
The Vocational Training Division works in a variety of ways
- Operating vocational schools for youth: in the youth schools, education is based on dual training, where you can find a number of different operating and employment models in a variety of professions
- Operating vocational schools for youth through educational networks, which provide studies and professional training with the aim of giving the youth a profession with a professional certificate along with a graduation certificate. These certificates will enable their professional integration in the army and their working life, alongside their professional promotion to higher professional classification levels, including technicians/engineers
- Professional training courses (18+): The Division runs several training courses in partnership with unions and employers from various training branches, and provides help in finding suitability, accompaniment and placement for the student.
- Initiation, planning, supervision and execution of training, continuing education program, career change and professional upgrading in about 20 branches of the economy, in more than 350 regulated professions (among them about 70 licensed professions) and in a variety of study paths according to the target populations. This activity, which includes building and updating study programs, recognition of training institutions, professional supervision, development of teaching aids, exams and certification, is carried out through courses financed by the Division as well as through courses financed by the student, supervised by the Division. Successful graduates are awarded a government certificate of completion as well as a professional certificate, depending on the profession studied.
- Issuance of recognition certificates for courses within the framework of "Training institutions regarding the Law for Discharged Soldiers", for the purpose of realizing deposit funds, aid and subsistence grants, as well as the issuance of personal "voucher" certificates, for partial financing of courses, in accordance with the established criteria.
- Preparation and maintenance of an updated pedagogical infrastructure, adapted to the needs of the economy. This infrastructure includes: regulation of new professions, constant updating of existing professions, determination of professional-pedagogical standards and a constitution of eligibility for accreditation certificates in the various courses, development of curricula and exams for training courses for the profession and the youth, development of innovative teaching and illustration means, construction of a series of professional continuing education courses for teachers, recognition and accreditation for various frameworks such as: the Ministry of Education, the IDF and new immigrants.
