About
The Employment of Populations Administration works to increase the figures and quality of employment of diverse populations, by integrating and promoting the various populations in the labor market. The Administration is working to implement the recommendations of the committee to promote the field of employment in accordance with the employment goals for 2030.
Among the target populations are the ultra-Orthodox population, the Arab, Bedouin, Druze and Circassian population, persons with disabilities, Ethiopians, people above 50 years old, women, single parents and young people.
The Administration places emphasis on quality employment and diversity of employees in activities with high productivity, while responding to the needs of the economy, for example in the matter of skilled personnel for employment in knowledge-intensive services. For this purpose, the Administration operates and develops innovative employment programs, and operates dozens of orientation centers throughout the country.

Main Areas of Activity
Quality Employment
The Quality Employment Division of the Employment of Populations Administration operates in accordance with the government's employment goals for 2030; it seeks to increase productivity in the economy and raise the quality of employment and wages. The Division wishes to create a broad vision, a uniform policy and the formation of occupational models while pooling knowledge and resources for the benefit of the diverse populations. This is possible with the help of partnerships with bodies from the business sector, government and civil society. The Division's activity recognizes issues and provides answers to unique barriers that hinder integration into the world of employment or optimal wages. The Division sees employment as an answer to getting out of poverty and to productivity issues.
Therefore, the Quality Employment Division brings together several worlds of content, including:
- 'Opportunity' centers - urban and regional employment centers that centralize the multitude of governmental and municipal programs in the field of employment in the Authority and provide orientation services, personal accompaniment, training and placement for diverse target populations and welfare populations.
- 'Eshet Hail' - a program to promote quality employment for women, including women who are distant from the workforce and come from traditional societies or are in a cultural transition, as well as young mothers, women over 50, for the benefit of their advancement and integration into the workforce.
- 'Flexible Hour Basket' - a program to assist parents at the head of independent families (single parents) who increase the scope of work or studies, through participation in financing after-school programs, camps during school vacation and more, for their children up to the age of 10.
- 'Megalot Atidot' - a pilot program for young women that helps them on their study and career choices and influences and directs them to quality employment.
- 'Hebrew+' - a program that aims to remove barriers that originate from lack of knowledge of the Hebrew language and strengthens proficiency and mastery of it, in order to bring about an optimal integration of the Arab society in the Israeli labor market.
- English studies - a program that works to create standardization among employment programs with the aim of enabling optimal integration into quality employment through a significant improvement of the knowledge of the English language.
- Academia - employment - a program to increase the match between the level of education and the quality of employment and salary of academia graduates with an emphasis on diversity populations.
- 'Taasukada' – a program for the benefit of improving and updating the knowledge and abilities of the various professionals in the employment programs of the Employment of Populations Administration.
Arab, Druze and Circassian society employment
- The "Rian" employment orientation centers work to integrate and promote the Arab, Druze and Circassian populations in the labor market, including processes of personal accompaniment, counseling, orientation, professional training, employment workshops and connection to jobs and employers, as well as activities to integrate academics into the employment market.
- "Transition year" programs intended for young men and women from the Arab society that include, among other things, training, strengthening of soft skills, tools to improve personal, occupational and social abilities, for the purpose of occupational integration.
- An activity to reduce inactivity among young men aged 17-25 in the Arab society and to create alternatives to a normative life path, while assisting in dealing with the unique barriers and specific needs of this population in order to integrate into employment.
- Support tests (in collaboration with MAHAT) that allow young men and women from the Bedouin sector in the South to acquire an engineer's certificate in a sought-after profession.
Ultra-Orthodox Employment
- Employment orientation centers nationwide for the Ultra-Orthodox population - providing orientation services, personal guidance, training and placement.
- "Chen" and "Premium Women Engineers" program for training and quality integration in the employment of ultra-Orthodox women in seminars
- Vocational training programs and engineering studies, including dedicated programs to integrate the ultra-Orthodox in the high-tech industry.
Employment of Persons with Disabilities
- "Equal Employment" program for support and accompaniment of employees with disabilities and support centers for employers
- "Academia (in equal employment)" program to integrate students and academics with disabilities in academic institutions

Innovation, Research and Hi-tech
- Forzatech program - integration and placement of engineering students and graduates and academics from high-tech professions in the industry and in technological positions
- ;she codes - A program for integrating and promoting women in high-tech
- The "Zankim" program to integrate the ultra-Orthodox in hi-tech in an academic way
- The national initiative to integrate the ultra-Orthodox in high-tech in collaboration with Joint Israel and the coalition for ultra-Orthodox employment
- A project in the Collective Impact model to integrate and promote women in high-tech
- Initiation, planning and implementation of programs for the integration of ultra-Orthodox, Arabs and other populations as part of a joint process with the Innovation Authority
- Establishment and operation of an employment innovation grants mechanism for the growth of innovative employment ventures in a variety of fields
- Promotion of economic projects, such as programs that are fully based on payment according to results, income-contingent subsistence scholarships, and more.
Employment of distinctive population groups (young people, Ethiopians, 50+)
- Employment programs for Ethiopians that focus on occupational advancement and career development - "Le Merhak", "Olim Beyachad".
- The "Emza HaDerech" program for occupational orientation for people over 50 who aspire to return to the workforce.
Field of Employers and Inclusion
The Employers' Field was established in order to help employers who wish to hire workers from the diversity populations in the process of locating, selection, training and placement of candidates from the diversity populations and subsequently throughout the employee's life.
- Employer relations – rising from the understanding that employer relations are also in fact a tool in helping the employer - the field professionally guides all employer relations in the Administration's programs (detailed in the other chapters), prepares and provides professional tools for working with employers and structures the profession.
- Voucher for the employer - initial employment subsidy grants are given to employers in the high-tech and elite industries for new employees from the diversity populations who have started working in a position that matches their field of training.
- Researches - there are studies that accompany the programs, the construction of success indicators for the field of employers and mapping and comparison research for the benefit of employers from all over the world.
- Public participation - locating and creating tools and responses in public participation with employers in the various industries.
