The Division for Documentation and Eligibility is responsible for, and processes, the determination of the eligibility status and period of eligibility of new immigrants/immigrant citizens, and returning minors, as well as persons with other status (non-citizens) who are eligible according to Ministry regulations, such as Falash Mura and returning residents.
The Division is responsible for issuing a te'udat oleh /eligibility for eligible persons, processes demographic changes and personal and family changes in the te'udat oleh and the documentation in the Ministry's computerized records. The Division also determines eligibility for the Absorption Basket and Customs Grant, while the National Unit makes the payments.
The National Unit is in charge of maintaining the regulations while updating the computerized system, and collating material for the Regulations Committees. The National Unit authorizes returning minors and immigrant citizens prior to their aliyah; the files are submitted by the Jewish Agency.
The Division holds Information Days for the Documentation and Eligibility counselors together with the Department of Returning Residents on such topics as National Insurance, returning minors, returning residents, and other general topics. The Division also operates Information Days for students in grade 12 in the Na'aleh program, and for participants in the MASA program.
