Application for a permit for dismissal or reduction in the scope of a job or income of an employee, according to the Women's Employment Law
This service allows employers to request dismissal, job scope reduction, or income reduction of employees when restricted under the Women's Employment Law, such as during pregnancy, after childbirth, breastfeeding, fertility treatments, or while staying in a shelter for abused women.

A permit is required for the dismissal, reduction in job scope, or reduction in income of an employee who is in any of the situations listed below, as per per the Women's Employment Law, 5714-1954::
- Pregnancy.
- 60 days after maternity leave (in the event of business closure or termination of activity only).
- 60 days after absence due to a medical condition following childbirth.
- During unpaid leave from the end of maternity leave, up to 60 days thereafter.
- 60 days after absence of employees due to split maternity leave or sole custody (a situation where a child is born to an employee and the child is with him in sole custody).
- Unpaid absence of employees who are breastfeeding.
- Employees undergoing fertility treatments.
- Stay in a shelter for battered women.
A permit to dismiss an employee or reduce the scope of his job or salary cannot be obtained if the employee is in any of the situations listed below, as this is prohibited by law:
- During maternity leave.
- During a period of absence of employees due to split maternity leave or sole custody (Section 7(c2) of the Women's Employment Law).
- During a period of absence due to a medical condition, from the end of maternity leave up to six months thereafter, provided there is a doctor's certificate stating that the condition requires it.
- During a period of absence due to an abortion (in accordance with Section 9(f) and 7(a) of the Women's Employment Law).
The Women's Employment Law will not apply and there is no need to submit an application under the following conditions:
- If the employee was employed under a fixed-term employment contract of less than 12 months that was not extended, and there was no expectation or possibility of continued employment.
- If pregnant employees have been employed by the employers or at the same workplace for less than six months.
- If the employees resigned from their workplace.
1. יThe following documents must be attached to the application form which should clearly include all the necessary details:
2. A cover letter of up to 5 pages only (regular margins, line spacing of at least 1.5, font size of at least 12).
- The letter must provide a detailed explanation of the facts and reasons for requesting the permit.
- It should specify whether the request is made by mutual consent and/or at the employee's request.
- For dismissal permit applications, the requested dismissal date must be included.
- In applications for a permit to reduce the scope of a job or salary, the current job and salary percentages must be specified, along with the new job and salary percentages after the change (e.g., from 100% job to 80% job). The start date of the change, in the format YYYY/MM/DD, must also be included, along with the date the reduction permit is granted.
3.The letter must be accompanied by supporting documents that validate the claims and facts outlined, if applicable, and in accordance with the list of required documents..
- The letter must reference the documents within its content, without detailing the claims or interpretations of the documents themselves, which should only be included in the accompanying letter.
4. Employer declaration form confirming the delivery of a copy of all application documents to the employee.
5. Employee declaration form confirming receipt of all application documents, signed by the employee.
- If the employee refuses to sign or accept the documents, they must be sent by registered mail with a delivery confirmation to her address listed at the Ministry of the Interior and the delivery confirmation must be attached with the application.
- Applications submitted before the employee has received the aforementioned copy will not be processed until the delivery confirmation is presented.
Please note – the procedure is a transparent procedure that requires the transfer of a copy of all documents submitted to our offices for the employee's review.
If the documents contain sensitive information that you do not wish the employee to see, the information can be blacked out before the document is submitted to our office and provided to the employee for review.
It is important to note that any document or response submitted to our office that has not been properly forwarded to the employee will not be considered in the decision-making process and cannot be relied upon.
The service is provided free of charge
- You are required to complete the application form for a permit under the Women's Labor Law וand include all necessary supporting documents
- Next, scan the application and supporting documents, and email them to [email protected]ensuring the employee is also included in the same message.
- For applications exceeding 30 pages in total, a hard copy must be personally delivered to our offices along with the email submission.
- For applications that include videos or audio clips*, a hard copy of the recording on a CD or USB drive must be personally delivered to our offices along with the email submission.
- A transcription of the recording must be provided by a reputable transcription company, along with a Transcriber Declaration Form.
The request can also be submitted in one of the following ways:

Fax
To submit the application by fax (for applications up to 30 pages only), all pages must be sent together to the number: 074-7993008.
- The application processing time is up to one month.
- Once the application has been submitted and reviewed, the Regulation and Enforcement Administration will schedule a meeting with the employers and employees to gather statements.
- The meeting invitation will be sent via email (according to the details provided by the parties).
- The application file will be opened, and an invitation will be sent only after receiving a signed application form with all required details filled out, along with all necessary documents and approvals attached.
- Applications submitted without the details specified in the section "What should be attached to the application" will not be processed!
