Submitting an online bid for a land tender
This service provides information regarding the submitting of a bid for a land tender online with the Israel Land Authority.
Anyone interested in such in accordance with the terms of the land tender.
- Any bid submitted to the tender by that user in the online tender system, will update its predecessor. The previous bid will be cancelled and the last bid submitted by that user shall be the only bid to be discussed by the tender committee.
- A bid that is not received by the online tender system, for any reason, until the last date for submitting bids, shall not be accepted.
This service is offered free of charge
- Individual person – a photocopy of the identity card.
- Corporation – a photocopy of the corporation certificate, an authorization from an attorney or accountant regarding authorized signatory.
- If additional documents are required, they will be specified in the tender booklet. When submitting the online bid, attachment of documents will be possible based on the type of online land tender you are applying for.
- The required documents should be uploaded, including the signed bid authorization form, onto the online tender system.
- Each file must be up to 3 MB and using a PDF format.
Enter the Tender System
- Enter the Tender System, click on Active Land Tenders, and search for the online land tender for which you wish to submit a bid.
- You may enter the required land tender information on the search screen or click on Search for a list of all the active land tenders.
- On the online land tender page that is opened, click on the upper green button on the left side of the screen: Submitting a Bid.
- Submitting a bid requires identification in the National Identification System of the National Digital System. If you have already registered in the past to the identification system, enter your user name and password. If you have not yet registered, identify yourself on the system and create a new user. After identification, you will be transferred to submit the bid.

Completing the Bid
- Fill in your details and the details of your partners (if such exist).
- If the bid is submitted by a couple, the information regarding the second partner must be filled in as an additional bidder – Bidder 2.
- In the Bidder Type field, at the top of the page, select either individual or company/corporation. If you select company or corporation, the appropriate identification fields will be displayed.
- Select a contact person for correspondence and continued processing: Select one of the options in the selection field. If necessary, you may select legal representative or guardian, and according to the selection a box will open for you to fill in details.
- Enter the details of your bid for the online land tender. You may submit bids for compounds based on the rules of the land tender.
- Enter the details of the guarantee or guarantees for the land tender, as you received from the issuer of the guarantee.
- View the bid and authorize its details.
- Download the bid authorization form to your personal computer and sign it manually. Obtain signatures of all the partners to the bid. Finally, upload the signed bid authorization form. For any partner that is a corporation, include the printed bid, and authorization of an attorney or accountant.
- Authorize the declarations and send the bid. Without marking all the boxes, the bid will not be sent.
- Save the authorization number and a copy of the signed bid.
A printed copy of the bid or authorization number are not authorization of the integrity or validity of the bid and this will be examined according to the law.
- A digital guarantee should be attached to the bid, from one of the parties authorized by the Accountant General. For a list of those authorized to issue a digital guarantee.
- The guarantee number (identification/ corporation / passport number) will be the same as the identification/ corporation/ passport number of the bidder.
- When the guarantee is issued, the issuer shall provide a guarantee code to the bidder.
- Upon submitting the online bid, the bidder will be required to enter the guarantee code into the online bid system.
- A bid of a bidder who does not attach a guarantee to his bid will be disqualified.
- The guarantee of the bidder who did not win the tender will be returned directly to the issuer at the time of the posting of the tender results.
In the upper left section of the screen there are three options:
- Save the Bid – You can save the online land tender bid data on your personal computer at any time.
- Data Entry – You may enter the screen’s data again, if you saved the data on our personal computer in order to continue the process of filling out the bid, up to the last date for submitting bids for the online land tender.
- Printing a Draft – You can print the bid as a draft before submitting the bid.
- If you wish to change one of the details in the bid that you submitted, you can do so by submitting a new bid, until the last date for submitting bids for the land tender.
- If you saved the bid file to your personal computer, you can upload the data and update them based on the new bid.
You should identify yourself on the national identification system, using the user identification details that were entered when submitting the original bid. The last bid sent by the bidder will be the binding bid.
- If you are interested in cancelling the bid for the online land tender after you submitted it, you can do so by clicking on the red Cancel Bid button on the tender page.
- Cancellation of the bid shall be submitted using the same identification on the national identification system, as you entered when submitting the previous bid.
A submitted bid is binding for the bidder. The bid may not be cancelled after the last date for submitting the bids.
- After the closing date of the online land tender and the posting of the results, you will receive a notification regarding a win or non-win in your personal area. Authorized dealers, cooperative societies and public companies that do not have a personal area will receive notification by email.
- If you did not win, the guarantee will be returned to your account.
- If you won, continued processing will be executed in the personal area. If you do not have a personal area, you will receive notifications by email.
- If you are required to add documents after submitting the bid, a representative of the authority will contact you.
