Application for Exemption from the requirement for Israeli Crew on Vessels
This service provides information on submitting an application for an exemption from the requirement to man a ship or tug boat with an Israeli crew.
According to the Shipping Regulations (seamen)(manning of ships and tug-boats with Israeli crew), 5776-2016, it is mandatory to man the ship or tugboat with an Israeli safety crew, the makeup of which will be determined according to the size and function of the vessel.
An application can be submitted for exemption from the requirement for an Israeli crew according to the terms for obtaining an exemption, which are included in Regulation 6(a) of the Seamen’s Regulations.

When must the application be submitted
14 days prior to the arrival of the ship at an Israeli port and before the previous exemption has expired.
What must be attached to the application
- Crew list upon departing from the ports of the State of Israel or since the coming into effect of the exemption.
- List of Israeli officers employed at the shipping company and their current and future postings in the company’s ships.
- Certificate of call in hostile ports.
- Official certificate or documentation testifying that the ship owners have no control over the manning of the ship (such as: MLC certificate, SMS certificate, details from the leasing agreement).

Further handling of an application
- The application will be considered by the Supervisor of Seamen within one year after it has been sent.
- An application that has been turned down can be appealed with the Administration of Shipping and Ports within 30 days after having been turned down.
