In order to be eligible to participate in the Buyer's Price Program (Mechir Lamishtaken) and the Target Price program (Mechir Matara), you must register with one of the authorized housing assistance companies, Amidar, Milgam or Alonim - see 'How to apply' for details.
In some circumstances, you may need to submit documents in order to apply to be eligible. If so, you cannot apply online, and will need to make the application in person at one of the housing companies' offices.
Before starting the online registration process, read the 'Required documents' chapter to see if there are any documents that you need to submit together with your application. If you don't need to submit any documents, you can apply online.
If you are a 'Home Improver', you can only make the application in person at one of the housing companies' offices.
Currently, the lotteries are only open for persons who registered for the A and B series, unless otherwise specified.
Registration for the B series was between September 4th, 2016 and September 24th, 2017. Registration for the C series opened on September 25th, 2017.
The Target Price program (Mechir Matara) is available for persons who are eligible, regardless of the series.
Once you have completed the application process and paid the service fee your application will be reviewed. If you are found eligible, you will receive an email notification within 10 days.
If for any reason you cannot complete the online application, you can apply in person at one of the housing companies' offices.
The service and forms are provided in Hebrew. If you don’t speak Hebrew seeking assistance from a Hebrew speaker is recommended.
In all cases, when applying at a housing company office you must also bring your up-to-date ID card and appendix, and copies for submitting.
In the following circumstances, you need to submit supporting documents when applying to be eligible to participate in the programs. In these cases, you must make the application in person at one of the housing companies' offices:
If you are registered to be married you must submit your Rabbinate permit to marry within 3 months, when applying at the housing office. Couples who are registered to marry cannot apply for the Price Target (Mechir Matara) program.
If you have been divorced for less than 10 years, you must submit your divorce certificate and divorce agreement.
Home improvers applying to be eligible to participate in the Target Price program who have, or have had, full or partial ownership of a home within the last 10 years must provide relevant documents regarding the property:
A contract of purchase or sale.
If you inherited the property - An inheritance order or will and probate documents and contract of sale if the property has been sold.
Single parents must provide a divorce certificate or court recognized divorce agreement, and declaration that they do not live with a common-law spouse.
Common-law partners must submit a common-law partnership affidavit, with a signature witnessed by a lawyer. If you have a Partnership Certificate from the 'New Family' organisation that has been witnessed by a lawyer, you don't need a lawyer to witness your common-law partnership affidavit signature. Bring a copy of your Partnership Certificate, and the common-law partnership affidavit, which will need to be signed by the housing office branch manager.
If you have a permanent disability that requires the use of a wheelchair, are over 21 years old, and have Ministry of Health confirmation that you have a disability rating of 75%, you must submit a signed confirmation from the Ministry of Health regional health office and a up-to-date functional nursing-care report from you health care provider. The Ministry of Construction and Housing will provide you with a free documents courier service. In order to receive the service you must contact the housing company in which you intend to apply for eligibility.
You can apply online or in person at one of the housing companies' offices. There is no difference when applying at any of the three housing companies, and you can choose to decide to change company at any time, even after starting the application process.
