Application for a License - Factory Manufacturing or Installing Transport Products
This service enables submission of an application for a license for a factory manufacturing transport products or installing transport products: vehicle bodies, truck-mounted bodies and trailers.
Who can Submit the Application
The factory’s professional manager, practical engineer, engineer, or workshop manager, or certified to Grade 3 by the Minister of Labor.
For what kinds of factory can the application be submitted
- The facility shall be located in an area designated as an industrial park or whose location is acceptable to the local authority.
- Includes a quality control system to assure the quality of the product or its installation.
- Is equipped with suitable equipment for the manufacture or installation of the product.
- Photo of the owner’s ID card or a photo of the factory managers and photo of the professional manager’s ID card including the attachment.
- The Professional Manager’s certificate.
- Sales invoice.
- The factory logo shall appear on a special label.
- Certificate from the local authority testifying to the location of the factory.
- Leasing or ownership contract for the manufacturing facility, valid for a period of 12 months as a minimum.
- Current certificate of registration of the company with the Registrar of Companies.
- Authorized Signatory certificate, signed by a lawyer or CPA, if this is a limited-liability (Ltd.) company.
- Inspection report from an accredited laboratory for the vehicle, the product prototype, in accordance with the requirements set forth by the Manager, including a model and any other identifying detail.
- Certificate of signing a yearly supervision agreement between the factory and one of the following laboratories:
- Standards Institute of Israel
- Israel Institute of Metals - the Technion
- HIT Road Vehicles Laboratory, Ltd.
- Ariel Laboratory
- Magal Afeka
- If the application is submitted by a proxy on behalf of the professional manager, a power of attorney certificate, signed by a lawyer, must be attached.
In an application for manufacture of trailers and vehicle bodies, and in an application for installation of bodies on trucks (body builders), the following additional material must be submitted:
- Layout drawing of the plant, including the following details:
- General layout
- Sheltered area
- Certificate of supervision of the factory’s quality control system:
- Agreement to supervise the factory’s quality control system (ISO) on-premise.
- Certificate of accreditation for the area from the Standards Institute of Israel.
- Valid ISO certificate from a suitably-accredited laboratory.
- Other compatible certificate, acceptable to the Manager, in addition to the production supervision agreement.
- Existence of an engineering capacity, with the professional capability to carry out all of the required engineering tasks.
- Ability to fulfill the mandatory requirements and installation of the bodies in accordance with the Licensing Law and the Body Builder Procedure.
- Valid, signed copy of an insurance policy against faulty or defective design or fabrication for the requested business.
- A declaration, in which the manufacturer undertakes the following:
- To provide the customer with a warranty certificate - for a period of one year as a minimum, from the date the body is delivered to the customer.
- To attend to any malfunction, which is a consequence of faulty or defective design, manufacturing or installation.
- To supply transport products - for a period of 7 years as a minimum from the sale date.
- To provide maintenance services for the product.
- To conduct a recall in case of a serial manufacturing defect.
- To provide user and operating instructions in writing, in Hebrew.
- Factory Identification Plate, metal, 14x9 cm in size, on which the following shall be embossed: manufacturer name, model, trademark, serial number, address, manufacture year, manufacturer’s license number and vehicle chassis number.
In an application for installation of bodies on trucks (body builders), the following additional material must be submitted:
- Trailer Identification Plate according to the Standards Department’s requirements
- Photo of signage on the business’s façade, stating its name and nature
In an application for manufacture of trailers and vehicles, the following additional material must be submitted:
- CPA certificate, based on audited financial reports and laid out in accordance with the Generally Accepted Accounting Practices (GAAP), for the year preceding the submission of the license application
- Shareholders’ equity declaration.
In an application for installation of transport products, the following additional material must be submitted:
- Layout drawing of the plant, including the following details:
- General layout
- Sheltered area
- Parking space (specify the dimensions)
- Site Plan and Existing surrounding area, showing the following: location, access routes, and nearby street names.
- Certificate confirming fulfillment of the mandatory requirements in accordance with the law and the terms in the license.

The Road Vehicles Sub-Division will send, within 14 business days, approval, rejection or a request for additional paperwork, to the email address specified in the application.
