Pay for your boat or ship license and take a seaworthiness test
Private vessels need to pass a seaworthiness test every 2 years and commercial vessels need to pass a seaworthiness test every year. You can pay for your sailing license online, print it and bring it to the seaworthiness test.

You’ll need to:
- pay for the license - see the fees table for costs
- pass a seaworthiness test
- if your boat or ship hasn't been used for 5 years or more, and has not passed a seaworthiness test in that time, you’ll also need confirmation of a body engineering survey that approves the integrity of the vessel, from one of the approved service providers in the vessel engineering industry
Bring:
- the paid and printed sailing license
- third party insurance certificate for the vessel
- if someone is performing the seaworthiness test on your behalf (not the owner):
- the owner’s ID card
- the representatives ID card
- the completed power-of-attorney document on the payment form
To renew your sailing license:
- pay the sailing license fee:
- online – you’ll be emailed a printable license (Chrome browser only)
- at a post office with a voucher. You can request a payment voucher from the Small Vessels Division:
- by phone on 04-8632235, Mondays and Wednesdays, from 8am to 1pm
- book an appointment to go in person to the division at 15A Pel-Yam Boulevard, Building B, Sunday, Tuesday and Thursday, from 8am to 1pm
- book an appointment for a seaworthiness test, at one of the test facilities
After passing the test, a seaworthiness superintendent will sign your license, making it valid.
Retake a seaworthiness test
If you don’t pass the test, you’ll need to:
- make the required correction to pass the test - you'll be told what needs fixing
- request a payment voucher from the Small Vessels Division in Haifa to take the test again. If you go in person, you’ll need to book an appointment
- pay the fee
- book an appointment to take the test again
