Register to state recognized daycare and afternoon care, and request state participation in tuition fees
Parents can use this service to register and apply for state subsidies in tuition fees for preschool daycare and afternoon care centers.
To receive the subsidies you must meet the specified criteria in the Day and afternoon care center support tests. The criteria for receiving support depends on the type of day or afternoon care you are registering to. The subsidies are updated annually.
You must first receive the daycare or afternoon care center’s completed and signed confirmation form that the child has been accepted, in order to start the registration process.
What you need to submit the subsidy request
A copy of the mother's ID card and appendix (if the children are in the father's custody, attach the father's ID and appendix).
If the children are not in the parent's custody, then the legal guardians must attach the court appointed guardianship documents.
The daycare or afternoon care center’s completed and signed confirmation form that the child has been accepted.
For afternoon care, also attach Appendix form 6 in order to receive the subsidy.

Supporting documents to prove eligibility for the subsidy
Attach any documents and statements indicating your financial situation in order to be found eligible for state assistance.
You can find a full list of documents in the Day and afternoon care center support tests for the relevant year. You can also use the documents simulator to receive a list of required documents for your application.
If the ministry has a set format for declarations or affidavits, you must use their format when submitting these documents. Use the correct forms for the relevant year. You can find them in the Forms, confirmations and documents section on the ministry page.
You can find and complete missing documents on the computerized ‘Idkunet’ system. You must state the relevant school year, and children's ID numbers and names on each document you submit.

Registration dates
The Ministry of Labor, Social Affairs and Social Services publishes the registration dates for recognized day care centers in the media and online.
Acceptance committees will be held in daycare centers that have a registration rate higher than their capacity.
Registration stages
Stage 1
You must first register your child at a state recognized day care center of your choice.
You will receive a notification letting you know if your child has been accepted or not.
If your child has been accepted, the day care center must send you confirmation that your child has been accepted.
Without the written confirmation that your child has been accepted you cannot proceed to the next stage in registration.
Stage 2
Once you have received the confirmation from the day care center, you must complete the online Ministry of Labor, Social Affairs and Social Services registration questionnaire, and attach the required documents.
You must complete and submit the online registration questionnaire when registering children to recognized day care centers, even if you are not interested in state assistance in tuition fees.
After submitting the request, you will receive a confirmation message to the phone number and email address you entered on the form. This will include the registration serial number.
It is important that you save the registration serial number in order to follow up on the status of the registration.
Stage 3
The third stage is an internal Ministry of Labor, Social Affairs and Social Services assessment of the registration and subsidy requests; your documents will be checked, and the ministry will set your level of eligibility for state participation in tuition fee payment.
For parents of children registered to daycare centers (not including afternoon care centers) who have be found eligible for state assistance, the payments will be made retroactively from one month before submitting the application. For example, if you submit the application in December and are found eligible for state assistance, you will receive payments starting from November.
As of 2016-17, the criteria for receiving eligibility for state assistance for parents who are Kibbutz or ‘Moshav’ members has changed. You can view the new criteria on the Information and special guidelines page.
Stage 4
Within three weeks of submitting the registration and subsidy request, you will be sent a text message including the registration serial number. This number can be used to check the status of the request and eligibility level. You can also use the automated call service on *2369 or 12222-969, 24 hours a day.

Note
After submitting the registration request, you will receive a confirmation message to the phone number and email address you entered on the form which will include the registration serial number.
Save the registration serial number in order to follow up on the status of the registration.
