Get certificates and licenses for amateur radio
Here you can find information on amateur radio certificates, station licenses and release permits for amateur radio equipment from customs. Also find information on converting foreign licenses to Israeli licenses, level exams, overseas amateur radio permits, and working with international agencies.
You must pass the Ministry of Communications certification test to receive an amateur radio certificate.
Fill out the forms for each type of certificate:
- Personal information form
- Confidentiality statement form
- Application to take the amateur radio examination
- Identifying information:
- Photo ID or temporary resident ID,
- JPG passport photo - photo must reach the office up to two weeks before the exam.
Eligibility for an Israeli ham radio operator certificate for a ham radio operator who holds a foreign certificate
- A foreign license / certificate will be recognized for obtaining an Israeli certificate if such comply with the CEPT requirements.
- A ham radio operator holding a foreign license that is not recognized by the CEPT, will be required to pass the ham radio operators exam of the Ministry of Communications, in order to obtain an Israeli ham radio operator certificate.
Israeli citizen/resident
In order to obtain an Israeli ham radio operator certificate, the following forms must be submitted:
- A photocopy of a ham radio operator certificate issued by a foreign country.
- The personal details form signed by the applicant.
- Non-disclosure agreement form signed by the applicant.
- A photocopy of the Israeli passport or identity card.
- A passport photo in JPG format.
Temporary residents / citizens of a foreign country
Pursuant to Regulation 16 (a) of the Wireless Telegraph Regulations (Licenses, Certificates and Fees), 5747 - 1987:
16. (a) – The Director may recognize a certificate issued by another country (hereinafter - another certificate) with full, partial or qualified recognition, and he may condition such recognition on professional knowledge and execution ability, to the satisfaction of examiners appointed by the Director.
- Temporary residents of Israel and citizens of foreign countries will be granted a temporary permit of up to 3 months to operate a ham radio station, using the foreign call sign granted to license applicants in their country, with a prefix of 4X /.
- A ham radio operator who holds a foreign license recognized by the CEPT, who is in the country for work purposes for over a year and provides a work permit from his employer and holds a valid ham radio operator license from his country, will receive a call sign and an Israeli license of the same level as his license.

What you need
You must submit the following:
- Amateur radio station license application form
- Confirmation of payment of the station fee
- The license holder is responsible for renewing the amateur radio station license every five years
- Application to establish an amateur radio club station
- When the application is for a club station, attach the statement of responsibility for an amateur radio club station

- The International Telecommunication Union (ITU)
- The International Amateur Radio Union (IARU)
- The coordination is required as satellites used for amateur radio are usually not geo-stationary relative to a specific point on earth, but orbit around the earth. Uncoordinated operation may cause bidirectional radio interference between satellites and between satellites and ground stations
- Since the coordination process with ITU and IARU takes a long time, you should begin the application process as early as possible so as not to disturb your timetable
- The Ministry of Communications issues radio call-signs to amateur radio operators who have passed its examinations.
- You can get a special one-time call sign for events, like the Eurovision or the landing of the Beresheet spacecraft. Amateur radio operators can apply for temporary call-signs that are appropriate for these types of events.
- These call-signs are temporary and for one-time use, and are not for use once the event has concluded.
