Apply to Terminate a Pregnancy (Induced Abortion)
Any woman in Israel are can apply to the health system to terminate a pregnancy. Abortions need to be approved by a pregnancy termination board.
- Any woman can apply to the Pregnancy Termination Committee at any hospital of her choice
- The Committee approves the termination of pregnancy if it meets one of the conditions defined by law:
- The woman is under 18 or over 40 years old
- The pregnancy is not within marriage
- The pregnancy is a result of relations prohibited by criminal law (for example, rape or incest)
- The pregnancy is abnormal and there is a defect or medical problem with the fetus
- Continuation of the pregnancy may harm the physical or mental health of the woman
- In case the request does not match the cases listed - the request for pregnancy termination will not be approved.
- Women under the age of 18 are entitled to submit a request for pregnancy termination without the consent of parents or guardians

When applying to the Pregnancy Termination Committee, you must bring the following documents:
- ID card or any other official identification with a photo (example: driver's license or passport)
- Medical documents, according to the committee's guidelines
All information and documents submitted to the committee, its discussions and decisions are confidential and private.
- To submit a request for pregnancy termination, you need to contact one of the Pregnancy Termination Committees.
- The application methods and meeting schedules vary from committee to committee, so it is recommended to call and get accurate information from the chosen hospital or clinic.
- If you encounter any problems contacting the committee, you can get help by calling the committee's secretariat, the hospital's social services, or the committee's social worker.
- Termination of pregnancy from week 24 and beyond is considered termination during the viability stage, and the indications for its approval are defined in the Director General's circular 23/2007: Committees for Pregnancy Termination in the Viability Stage (Hebrew).
- Women who are in week 24 of their pregnancy or later, and request to terminate their pregnancy:
- Are required to submit their request to one of the Pregnancy Termination Committees for the viability stage, operating in medical centers throughout Israel.
- These committees have received special authorization to review and approve such requests, and they include additional medical specialists, consultants and social workers, in accordance with the guidelines of the Director General's circular 23/2007: Committees for Pregnancy Termination in the Viability Stage (Hebrew).
- Usually, the termination of pregnancy at week 24 and beyond will be performed at the hospital where the committee was held.
- The request for pregnancy termination at week 24 and beyond can also be submitted through hospitals, clinics, or through treating gynecologists.
- Pregnancy termination performed legally and under the approval of the Pregnancy Termination Committee - will be fully funded by the national health basket.
- Payment should be arranged through your health insurance provider, according to their guidelines.
- Women requesting to terminate their pregnancy who are not HMO members - payment will be made by them, or by presenting financial commitment from other insuring entities.
- After the pregnancy has been terminated, we recommend seeking counseling and guidance on family planning (according to the reason for terminating the pregnancy), preventing further unwanted pregnancies, or genetic counseling (if required) before the next pregnancy.
- You can receive counselling through HMO gynecology clinics, at health and family planning clinics, and public hospitals.
